  • SPECIALIZED EXPERIENCE: At least one (1) year of specialized experience equivalent to the GS-13 level in the Federal service or equivalent in other pay systems that equipped me with the particular knowledge, skills and abilities (KSAs) to perform successfully the duties of the position. Specialized experience must include knowledge of the concepts, principles and methods of long-range program plans, goals, objectives, and milestones for resource/portfolio management and mastery of a wide range of qualitative and quantitative analytical methods and techniques.

    FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Applicants must have served at least 52 weeks at the GS-13 or higher grade (or equivalent in an alternate pay system) within the Federal Civil Service to be considered for referral. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

    KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

    1. A comprehensive knowledge of Headquarters Air Force, Office of the Secretary of Defense and Air Force strategy, program goals and
    objectives.

    2. A comprehensive knowledge of the relationship of the various Air Force, OSD, and other government entities involved in overall planning and execution of policy development and the way the Department's policy process supports, impacts, guides and changes Air Force activities.

    3. A high degree of skill in designing and conducting policy implementation plans, policy portfolio management, negotiation and arbitration,
    comprehensive studies, qualitative and quantitative analysis techniques to measure return on investment, .policy guidance narratives, policy issue papers, and programmatic factors to produce fully justified options that can be presented to the senior levels of Air Force and DoD on policy impact.

    4. A high degree of skill in designing and conducting policy implementation plans, policy portfolio management, negotiation, comprehensive
    studies, policy guidance narratives, and policy issue papers to produce fully justified options that can be presented to the senior levels of Air Force and DoD on policy impact.

    5. Ability to communicate effectively both orally and in writing, negotiate complex issues, using tact and diplomacy and maintain good working relations with Headquarters Air Force, Air Force Corporate Structure, Air Force Reserve Command, Air National Guard Bureau and numerous other agencies.

    PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

    VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
