Senior staff analyst and advisor supporting PMW/A 170 as liaison with senior Navy Staff officers at the Government site in the Metro Washington DC area.

Essential Job Functions:

Develops, tracks and coordinates requirements and acquisition documents such as Capability Development Document (CDD), Capability Production Document (CPD), Acquisition Program Baseline (APB), Navy Training System Plan (NTSP) and Test and Evaluation Master Plan (TEMP) to facilitate progress through stake holder review and approval processes.

Coordinates headquarters level PPBE documents per the POM process. Participates in science and technology (S&T), research and development (R&D) and procurement processes as they relate to acquisition programs.

Assists in the development and presentation of Positioning, Navigation and Time (PNT) strategy briefings. Provides subject matter expertise on PNT matters ranging from conference/meeting agenda, studies participation, requirements evaluation, field activity project analysis, working group coordination, and meeting summaries and minutes.

Coordinates matters regarding PNT between CNO, all DC area Naval activities and PMW/A 170.
Requirements Due to the sensitivity of customer related requirements, U.S. Citizenship is required.

Must possess a Bachelor's degree or higher in a technical discipline with a minimum of 8 years of recent relevant experience.

Must possess or be able to obtain and maintain a Top Secret/SCI level clearance.

At least 3 years' experience as an action officer or analyst at the senior staff level to include developing JCIDS requirements documents and a working understanding of various funding appropriations (Research and Development Test and Evaluation, Navy (RDT&E), Other Procurement, Navy (OPN), Aviation Procurement, Navy (APN), and Operations and Maintenance, Navy (OMN)).

Recent experience with navigation and PNT programs and systems such as GPS-based PNT Service (GPNTS) and GPS Modernization.

Ability to communicate effectively and clearly present analytical data and test results to senior audiences.

Strong writing and speaking skills demonstrated in the preparation and delivery of technical documentation and reports associated with acquisition programs preferably PNT systems.

Desired Skills:

Familiarity with SPAWAR PMW/A 170 programs and Chief of Naval Operations staff protocols.

Operational background and understanding of navigation and PNT technologies including GPS.

Understand and be able to critique DoDAF Architecture Views
Masters Degree.
