The Vice President for Advocacy oversees Premiers Washington DC based arm of Premier, Inc., influencing the outcome of legislative and regulatory initiatives that will enable Premier's business strategy to lead the transformation to high quality, cost effective healthcare. This position is responsible for proactive and non-partisan business planning, strategic guidance, and overall direction of the Advocacy activities with core outcomes of influencing and passing healthcare legislation and protecting against harmful policies that will undermine healthcare cost and quality improvement. Expertise in health policy is critical and will only be strengthened further by a solid understanding of the perspectives of hospitals and the care delivery system. Major Accountabilities include - Serves as a liaison for Premier and its member hospitals with the Administration, US House of Representatives and US Senate by drafting, supporting, and lobbying for federal legislation and regulation essential to the vitality of healthcare providers within integrated delivery systems with the ultimate goal of achieving legislative and regulatory reforms that will advance Premier's business strategy of leading the transformation to high quality, cost effective healthcare. This will involve influencing aggregate and program-specific federal budget allocations, and crafting of policies governing Medicare reimbursement to ensure the integrity and adequacy of payment vital to care delivery; advancing reimbursement systems to reward quality, safe practices and efficiencies, advocating for innovative expansion of the federal Medicaid program to increase access, enhance coverage, and ensure adequate and reasonable reimbursement; interpreting the potential impact and implications of proposed legislative and regulatory initiatives on the ability of providers to deliver quality and cost effective care; engaging members and partners to increase the visibility and efficacy of Premier's political action committee and grassroots activities in the industry and at the federal and state levels. Serves as liaison with other healthcare organizations in DC to foster collaborative efforts on policy and lobbying agenda. Represents Premier in the Healthcare Supply Chain Association, Government Relations Committee which is the GPO association. Serve as a spokesperson to the press and national audiences on healthcare policy. Works with providers' federal affairs staff to foster lasting relationships between lawmakers and constituent health systems. Develops strategies for enhanced engagement with federal affairs and CEOs of owner's health systems to promote quality and cost effective healthcare through membership in the Premier Alliance with nation's lawmakers. Articulates for the nation's policymakers the legislative and regulatory policy priorities of members, partners, and constituent groups by overseeing the development and production of legislative and regulatory web sites, position statements, briefings and electronic newsletters dispatched to owners' federal affairs managers, providing essential information and updates about the sponsorship or status of legislation, regulatory developments, and committee activities or opportunities to influence lawmakers' positions, and by extension, public policy (Flash Updates, Weekly Update). Directs the interactive grassroots program and development government affairs network (GAN) meetings that provides educational sessions and networking opportunities that offers insights into the political landscape and the potential policy effects on the healthcare provider community for healthcare hospital executives. Oversees resource center that tracks the status of legislation, provides congressional calendars, and provides a roster of health system federal relations executives which facilitates peer interaction and coordination of initiatives. Manages the production of an Advocacy grassroots program action alerts, issue updates, and materials to motivate and inform the federal affairs network which helps health systems advocate priorities and implement effective grassroots activities. Leadership and Development of Direct Reports - Participate in the hiring of the Advocacy staff. Develop appropriate performance review goals, objectives, and expectations; provide day-to-day coaching and conduct annual performance reviews. Resolve employee relations issues as needed. Determine and allocate necessary resources to implement projects. Communicate and interpret organizations policies. Facilitate team meetings to ensure staff is educated and up to date on latest issues. Organizes the Government Affairs Network (GAN) Policy Committee, reflecting the diversity of member health systems and affiliates. Works with Premier and HSCA Pharmacy Committee as well as other specialty organizations in Premier and associations. The GAN committee is also engaged in grassroots activities, the content of Advocacy publications, and FAN meeting agendas which are held twice a year. Gives presentations to hospitals owners meetings on Washington-based activities. Represents Premier and attends health policy conferences, Administration and Hill briefings, where legislators, Congressional staff and administration officials lead discussions in health policy issues and seek input on their legislative and regulatory agendas. Attend meetings offering insight into the political landscape and the potential policy effects on the healthcare provider community by outside organizations. Attends political fundraisers on behalf of the Premier Employee Political Action Committee (PAC) to represent Premier's view to the elected official. Files PAC reports on political contributions and oversees program. The PAC pools voluntary employee contributions to support lawmakers who share Premier's perspectives on and priorities for health policy. The Premier Employee PAC, coupled with federal advocacy efforts and a strong grassroots program, arms the alliance with the tools necessary to shape the future of the nation's healthcare system. The Premier Employee PAC is part of a three-fold strategy to educate federal legislators and promote the interests of integrated healthcare delivery systems. Education & Work Experience - Bachelors degree required, Masters degree preferred in Public Health, Public Policy, Political Science, Legislative Services, Healthcare Administration or a related discipline. 12 or more years of applicable experience. At least 10 years in legislative/regulatory government relations, preferably in healthcare, at the Federal level. Preference for experience in publicly traded company. Role Specific Competencies: Well-versed in the nuance and inner-workings of Washington politics Developed relationships with and recognized by policy makers on Capitol Hill. Ability to effectively direct, coach, monitor, and supervise professional staff Understanding of Medicare and Medicaid programs, including the restoration and protection of adequate federal funding and provider reimbursement Demonstrated skills in effective one-on-one and group communications and work with all levels of corporate and legislative leaders Knowledge and experience in federal government, public policy, political process Understanding of FDA issues and processes.
