The organization carries out the commitment of the Bishops of the United States to assist the poor and vulnerable overseas.A' Lead the development and implementation of financial management policies, procedures, tools, systems and processes to enhance the level of financial performance within the Agency's overseas operations. Provide leadership to the development and deployment of all major overseas finance applications in the new ERP system, Project Insight.A' Regularly review the capacity of current overseas financial systems and the integration with other systems to determine when upgrades and changes are needed. Lead the assessment and development of financial management system and process upgrades to support new strategic requirements, including US government contract administration and compliance, financial performance monitoring and evaluation, etc. Overseas Financial systems will ensure:A' Strong resource stewardship, project and budget managementA' Compliance with donor reporting and administrative requirements, including USG grants and contracts, other public and private donorsA' Compliance with generally accepted accounting principles and financial management best practiceA' Compliance with local regulations and requirementsA' Program monitoring or other project reporting requirements of the Agency or its donorsCoordinate with the Global Treasurer in assuring the robust and cost efficient management of agency working capital utilized within overseas operations. Develop processes and tools to enhance efficiency and limit risk in overseas cash acquisition, currency exposure, local investment, and related working capital issues.A' Bachelor's Degree in Accounting, Economics or Finance. CPA or MBA a strong plus.A' Solid knowledge of not-for-profit accounting and US Government funding regulations for non-profit organizations.A' Minimum 12-15 years of financial and/or program management experience within an international operations environment, with a minimum of 8 years in a supervisory position.A' Strong finance and accounting knowledge and analytical/problem solving skillsA' Strong computer skills, project management skills, process development and enhancement skills.A' Experience in country or regional financial management in overseas relief and development strongly preferred.Past experience in managing large geographically distributed programs including multiple projects and/or service delivery efforts.A' Demonstrated experience in building and leading teams.A' Experience in business change projects and/or business process improvementA' Experience in the non-profit sector is a plus.A' Track record of reliable and consistent performance.A' Track record of strong customer service.
