    Qualification requirements in the vacancy announcements are based on the U.S. Office of Personnel Management (OPM) Qualification Standards Handbook, which contains federal qualification standards.     BASIC REQUIREMENTS: This position has a positive Education Requirement in addition to at least one year of Specialized Experience OR substitution of education for experience OR combination (if applicable) in order to be found minimally qualified. Transcripts must be submitted with your application package. You MUST meet the following requirements:

    A. Degree: Completion of 1 full academic year of graduate study in library science in an accredited college or university, in addition to completion of all work required for a bachelor's degree;

    OR

    B. Combination of education and experience: A total of at least 5 years of a combination of college-level education, training, and experience. To qualify on this basis, the applicant must establish conclusively that the education, training, and experience provided a knowledge and understanding of the theories, principles, and techniques of professional librarianship; a knowledge of literature resources; and the knowledge and abilities essential for providing effective library and information services. Specialized experience MUST include all of the following:

    -AND-

    Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position.

    This experience need not have been in the federal government. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

    To qualify at the ZA-3 or GS-11 level:

    SPECIALIZED EXPERIENCE: In addition to meeting the Basic Requirements above, applicants must also possess one full year (52 weeks) of specialized experience equivalent to the ZA-2 or GS-09 in the Federal service. Specialized experience MUST include all of the following:
    • Managing a Fedora-based digital library of authored or funded research publications;
    • Facilitating, creating, and delivering presentations, consultations, office meetings and educational sessions to a scientific community;
    • Serving as a metadata expert by ensuring that publications are fully discoverable by researchers across a variety of platforms; and
    • Overseeing a number of critical library digital assets which are essential to providing seamless information to researchers.
    -OR-

    SUBSTITUTION OF EDUCATION: 3 full years of progressively higher level graduate education in library science or doctoral degree (Ph.D. or equivalent) related to the position.

    -OR-

    COMBINATION OF EDUCATION AND EXPERIENCE: A combination of education and experience.

    Note: Only graduate education in excess of two years is qualifying for combination.

    To qualify at the ZA-4 or GS-13 level:

    SPECIALIZED EXPERIENCE: In addition to meeting the Basic Requirements above, applicants must also possess one full year (52 weeks) of specialized experience equivalent to the ZA-3 or GS-12 in the Federal service. Specialized experience MUST include all of the following:
    • Managing a Fedora-based digital library of authored or funded research publications;
    • Facilitating, creating, and delivering presentations, consultations, office meetings and educational sessions to a scientific community;
    • Serving as a metadata expert by ensuring that publications are fully discoverable by researchers across a variety of platforms;
    • Overseeing a number of critical library digital assets which are essential to providing seamless information to researchers; and
    • Leading in the coordination of team meetings, monitoring, directing and improving workflows, and ensuring full communicatio to promote the highest level of team efficiency.

    CTAP and ICTAP candidates will be eligible if it is determined that they have exceeded the minimum qualifications for the position by attaining at least a rating of Silver (Well Qualified).     CTAP applicants MUST submit the following documents:

    1. A copy of your specific RIF notice; notice of proposed removal for failure to relocate; a Certificate of Expected Separation (CES); or certification that you are in a surplus organization or occupation (this could be a position abolishment letter, a notice eligibility for discontinued service retirement, or similar notice).
    2. A copy of your SF-50 “Notification of Personnel Action”, noting current position, grade level, and duty location;
    3. A copy of your latest performance appraisal including your rating; and
    4. Any documentation from your agency that shows your current promotion potential.
    ICTAP applicants MUST submit the following documents:
    1. A copy of your RIF separation notice; notice of proposed removal for failure to relocate; notice of disability annuity termination; certification from your former agency that it cannot place you after your recovery from a compensable injury; or certification from the National Guard Bureau or Military Department that you are eligible for disability retirement;
    2. A copy of your SF-50 “Notification of Personnel Action” documenting your RIF separation, noting your positions, grade level, and duty location, and/or Agency certification of inability to place you through RPL, etc;
    3. A copy of your latest performance appraisal including your rating; and
    4. Any documentation from your agency that shows your current promotion potential.

    You will be evaluated for this job based on how well you meet the qualifications above.

    • Skill in creating a Fedora-based digital library program, providing a full-service program of outreach and education to scientists, constituents, and the public.
    • Ability to facilitate, create, and deliver presentations, webinars, consultations, office meetings, and educational materials, webpages and other promotional activities to a scientific community.
    • Knowledge of standards-based information management and web delivery to the maintenance of web-systems.
    • Knowledge of digital trends, technologies, and industry standards in order to stay current and make recommendations to management on best practices in digital asset management.
    • Skill in maintaining and updating catalog records and all similar tasks necessay to ensure efficient and effective discovery of library materials.
    ZA-4 ONLY:
    • Skill in standard statistical methods and report writing, and the ability to make presentations of findings to a scientific community.
