To be eligible for the Presidential Management Fellows Program, applicants must meet the following requirements:
1. Presidential Management Fellow candidates from the Class of 2018 (STEM).
2. In order to qualify for the Information Technology Specialist (Security), GS-2210-11 , applicants must meet the following Basic Requirement and either of the Minimum Qualifications as follows:

A. Basic Requirement:
  • Have IT-related experience demonstrating each of the following four competencies; (1) Attention to Detail - being thorough when monitoring information systems and security and data privacy program activities including reviewing security plans and privacy assessments for sensitive systems; (2) Customer Service - working with stakeholders in coordinating information security and privacy, systems development life cycle actions, technology management, and quality assurance; (3) Oral Communication - providing advice on work methods, practices, and procedures to staff and customers as it relates to information technology; and (4) Problem Solving - applying risk management and assessment techniques to recommend technical solutions to issues affecting IT systems and PII.
B. Qualification Requirements: In addition to the Basic Requirement as stated above, applicants must also meet one of the Minimum Qualifications as follows:
  • Have one year of specialized experience equivalent to the next lower grade of GS 9 or equivalent band level of responsibility in the Federal service planning and organizing PII system security projects and/or resolving system security weaknesses and providing technical and administrative support as it relates to IT security and privacy policies and procedures. OR
  • Have a Ph.D. or equivalent doctoral degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or a field that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks. OR
  • Have 3 full years of related progressively higher level graduate education leading to a Ph.D. in the education fields as stated above. Note: One year of full-time graduate education is considered to be the number of credit hours that the school you attended has determined to represent one year of study. If this information cannot be obtained from your transcripts, we will consider 18 semester/27 quarter hours to be equal to one year of full-time study.
Experience and education as described above may be combined to meet the minimum qualification requirements. Experience and education should be computed as percentages of the overall requirements and must equal to 100 percent when combined.

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university. PROGRAM COMPLETION AND CONVERSION: Program participants may be converted, without a break in service, to a term, career or career conditional appointment upon completion of program requirements. To be eligible for conversion, Presidential Management Fellow must meet all of the following:

  • Citizenship requirement
  • Complete two continuous year of work experience acquired through a Presidential Management Fellows (PMF) Program
  • Qualification standards for the position to which the Presidential Management Fellow will be converted
  • Any agency-specific requirements specified in the Participant's Agreement
  • Demonstrate successful job performance that results in a rating of record of at least fully successful and a recommendation for conversion by the first level supervisor.
