  • Employee must obtain Financial Management Level II certification, and Business-Financial Management (BFM), Level II within 24 months of assignment.
  • The employee must meet, or be capable of meeting Defense Acquisition Workforce Improvement Act (DAWIA) certification requirements applicable to the career category designated on the position description within 24 months of assignment.

  • SPECIALIZED EXPERIENCE: Must have at least one (1) year of specialized experience at the next lower broadband (NH-2), equivalent to the next to lower grade (GS-11) or equivalent in the Federal Service. Specialized experience must include conducting cost and budget analysis studies to evaluate program requirements; providing financial advisory services to program managers, and other government representatives; and assisting with the development of acquisition strategies and executing all phases of the planning, programming, budget, and execution process.

    KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
    1. Knowledge of commonly used budgetary methods, practices, procedures, regulations, policies, and processes to formulate, justify, and execute the budget for assigned budget accounts including the federal budget process and the DoD planning, programming, budgeting, and execution system.
    2. Knowledge of missions, functions, goals, objectives, work processes, and sources of funding pertinent to major development programs.
    3. Knowledge of budget information systems technology and automated data processing concepts and applications to maintain or manipulate budget computer applications and systems, perform quality check of budget systems, and make recommendations on process improvements that will optimize system utilization.
    4. Skill in the application of methods and techniques (e.g., cost-benefit analysis, ZBT, amortization, depreciation, and pro-rating revenues and cost among customers) to analyze and evaluate the effects of changes in program plans and funding.
    5. Ability to communicate effectively, both orally and in writing, to justify, defend, present, and/or advise on budgetary processes/actions.
    6. Ability to establish effective professional working relationships with management, program managers, coworkers and customers, contributing to a cooperative work environment and successful accomplishment of the mission.

Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.You will receive credit for all qualifying experience, including volunteer experience.
