Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
GS-11: 52 weeks at the GS-09 or equivalent.

You may qualify based on your experience and/or education as described below:
- Specialized Experience: Applicants must have One year of specialized experience equivalent to at least the next lower grade in the normal line of progression for the occupation in the organization. Specialized experience is experience in or directly related to the work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities required to successfully perform the duties of the position. Specialized experience is characterized by a thorough knowledge of advanced management and organizational principles and practices. This experience must have provided you with a knowledge of quantitative and qualitative techniques in order to analyze, evaluate, and measure the effectiveness and efficiency of organizational and project operations. The applicant must demonstrate expert communication skills to present and articulate findings to upper level management.
Applicants may substitute education for the experience required for the GS-11 level.
GS-11: PhD or equivalent doctoral degree (OR) 3 full years of progressively higher level graduate education leading to such a degree (OR) LL.M., if related. You may refer to the following web site: http://www.opm.gov/qualifications/policy/ApplicationOfStds-04.asp.
Applicants may also combine education and experience to qualify at the GS-11 level. To calculate, first identify the percentage of required education you have earned (when substituting, you cannot use the first 60 semester hours that you earned). Then identify the percentage of required experience you possess. Add the two percentages. The total percentage must equal at least 100 percent to qualify at the GS-11. For example, an applicant who has 9 semester hours of graduate level education (i.e. 50% of graduate education required) and 6 months of creditable specialized experience (i.e. 50% of the required experience) would equal 100% of the required experience for the position.
GS-12: One year of specialized experience equivalent to the GS-11 grade level.
GS-13: One year of specialized experience equivalent to the GS-12 grade level.
No education requirement at the GS-12 and GS-13 levels.
Competency 1 -Performs program management activities and manages contractual projects involving central office and SAAs.
Competency 2 - Serves as Contracting Officer's Representative (COR) and executes individual contracts for approval services with all 50 states and the Commonwealth of Puerto Rico.
Competency 3 - Develops prototype qualification standards for SAA staff positions and performance standards.
Competency 4 - Equitably distributes the moneys appropriated for each fiscal year among the SAAs. Responsible for data input and distribution of funds to Regional program Offices in the Financial Management System (FMS).
Competency 5 - Participates in Site Reviews of SAAs, writing a comprehensive analysis of findings. Collects data, monitor and generate reports, and write letters regarding SAA performance.
Competency 6 - Conducts workshops/seminars, prepares presentation materials, and provides informational material to key organizaitons and outreach partners.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required.
There is no educational substitution at this grade level of GS-12 and GS-13.
