Superintendent Maintenance Operations Center and Track Access (MOC)

Graduation from college or university with a Bachelor’s Degree in Engineering, technical discipline, or a related field. A minimum of seven (7) years of experience in engineering, rail operations, construction and/or project management which includes supervision of maintenance and engineering groups.
Experience in lieu of education will be considered if candidate can effectively demonstrate progressively extensive experience in engineering, rail operations, construction and/or project management which includes supervision of maintenance and engineering groups.
Possession of a valid motor vehicle operator’s permit issued from the jurisdiction of residence.
Satisfactorily complete the medical examination for this position, if required. The incumbent must be able to perform the essential functions of this position either with or without reasonable accommodations.
This position is responsible for the directing and managing the day-to-day administrative/management activities of the Maintenance Operations Center (MOC) including activities pertaining to personnel, labor relations, budget, correspondence, administrative procedures, and management reporting. The incumbent manages the Authority’s track access for right-of-way maintenance and construction, including planning, scheduling, coordinating, administrative procedures, right-of-way approval, and required switch orders. The incumbent is also responsible for the coordination of right- of- way work plans among all affected Authority departments. The incumbent manages, plans, schedules, and coordinates repair, maintenance, and related support activities for equipment and system malfunctions in the Authority’s communication, electronics, electrical power distribution, automatic train control, computer systems, elevators, escalators, facilities, and facility support systems. Advises the Managing Director, Director OCC and other offices in the Authority concerning equipment and system malfunctions. Coordinates with the Operations Control Center (OCC) and the Maintenance Branches within System Maintenance (SMNT), Plant Maintenance (PLNT), and Track and Structures (TSSM) in monitoring and responding to equipment and system malfunctions. Directs and follows up on corrective actions. Assists in developing, implementing, and modifying rail maintenance procedures and techniques to ensure that maintenance functions are conducted efficiently, safely, and in conformance with generally accepted transit and facility maintenance practices. The incumbent has considerable latitude for independent judgment and action within established guidelines. This is a managerial, professional, technical, and administrative repair/maintenance control work of a difficult and complex nature.
Develops, implements and effectively manages short and long-range technical and administrative plans for MOC operations. Manages, supervises, and leads personnel involved in the monitoring, technical operations, maintenance, and equipment recovery efforts for the various systems within communication, electronics, power, automatic train control, computer facilities, elevator, escalator, and facility support system (i.e., garage, parking, Metrorail station, maintenance, and administrative facilities).
Assures project and work plans are established for work on right-of-way. Develops consolidated annual plan for construction, major maintenance and project work. Implements track access administration, planning and scheduling procedures to include requests and verification for track access.
Coordinates and consolidates construction, major and scheduled work plans. Implements processes to request and verify track access planning and scheduling, with resolution of any conflicts regarding plan or schedule. Develops, analyzes and reports track access performance goals and measures.
Implements periodic reviews of track access rules, procedures, and safety handbook with appropriate offices. Provides review and approval of all revenue service adjustments plans. Provide verification of escort re-certification compliance. Implements periodic reviews of track access rules, procedures, and safety handbook with appropriate offices such as TRST, OCC (including MOC), RTRA, CMNT, CCMS, ENG, OPAS, PLNT, OLIA, ELES (et al). Maintains the Safety Citation Forms database.
Supervises subordinate staff to include recommending application selection, disciplinary actions, resolution of grievances, assigns duties, directs work, approves leave requests and timesheets, and ensures appropriate subordinate training is provided. Reviews personnel grievances with employees, attempts to resolve them in accordance with established rules and regulations of the Authority, and serves as a resource on grievance proceedings and labor/management negotiations and proceedings.
Develops and implements MOC work schedules to ensure all functions are adequately staffed 24 hours each day, 365 days a year. Schedules various on-the-job training assignments and ensures all MOC personnel are cross-trained and knowledgeable of the various equipment/systems. Enforces personnel and equipment safety policies.
Directs all SMNT, PLNT and TRST activities related to maintaining and re-establishing Rail revenue service and equipment operation. Analyzes system fault and other reports; ensures appropriate correction actions have been taken; and revises policies and procedures to preclude or reduce system/equipment down time. Schedules field inspections and follow up to ensure equipment and systems are fully operational.
Works with established procedural guidelines but is also required to make decisions that have little or no precedent to minimize interruption of customer service. Thoroughly documents decisions made and actions taken. Develops, implements, and revises policies, procedures, practices and techniques pertaining to the detection and correction of equipment and system malfunctions to ensure program goals are met.
Maintains state-of-the-art technical knowledge of operation and maintenance of wide variety of installed equipment.
Serves as focal point for operations and maintenance activities during severe weather operations, hazardous spills, other emergencies, and special events.
Conducts complex management analyses related to area(s) of responsibility. Prepares and presents complex oral/written technical reports, evaluation, and recommendations.
