  • This position requires the employee to occasionally travel away from the normal duty station on TDY assignments. The employee may be required to travel on military and commercial aircraft.

  • This position requires the employee to drive a motor vehicle. Employee must possess a valid driver's license.
  • This position requires proficient writing ability. Requires ability to prepare precise memoranda and other written documentation.
  • This position is designated as a key position IAW AFI 36-507. Duties of this position are essential to the accomplishment of wartime/contingency operations.
  • SPECIALIZED EXPERIENCE: One year of specialized experience for GS-0802-11 which includes 1) Designing, estimating and developing complex individual delivery orders for contract construction. 2) Developing plans, specifications, and cost estimates for substantive modifications to the installation's infrastructure systems through application of knowledge of construction methods, practices, and materials. 3) Planning and administering service contracts relating to base maintenance, repair, and recurring service requirements. 4) Developing and implementing a contract quality assurance inspection schedule, initiating and submitting documentation to correct performance, and negotiating in the presence of the contracting officer. This definition of specialized experience is typical of work performed at the GS-10 grade/level or equivalent position in the federal service.

    FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Applicants must have served at least 52 weeks at the GS-10 or higher grade (or equivalent in an alternate pay system) within the Federal Civil Service to be considered for referral. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

    KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
    1. Knowledge of a variety of engineering technician processes, concepts, regulations, policies, precedents, and techniques to resolve complex interrelated problems, including work measurement, methods improvement, layout designs, and cost analysis.
    2. Knowledge of engineering and construction standards, methods, practices, techniques, materials, and equipment to determine compliance with federal, state, and local codes and regulations.
    3. Knowledge of a wide range of evaluative principals, procedures, and practices to gather, assemble, and analyze facts, draws conclusions, devise solutions to problems, and identify changes and trends.
    4. Knowledge of standard contracting regulations, practices, and procedures as they apply to construction management; and of contract quality assurance/control methods, principals, and practices including statistical analysis and sampling techniques.
    5. Skill in the use of various forms of current automation technology essential for the accomplishment of projects, such as word processing software, the Internet, and email.
    6. Ability to plan and organize work, analyze, interpret, and apply rules, regulations, and procedures in a variety of situations; recommend timely and economical solutions; coordinate with other engineering disciplines and architects; communicate effectively both orally and in writing; and maintain good working relations.
    7. Ability to plan and organize work to meet overall deadlines.
    PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

    VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

    IF USING EDUCATION TO QUALIFY: You MUST provide transcripts to support your educational claims. Education must be accredited by an accrediting institution recognized by the U.S. Department of Education.

    FOREIGN EDUCATION: Education completed in foreign colleges or universities may be used to meet the requirements. You must show proof the education credentials have been deemed to be at least equivalent to that gained in conventional U.S. education program. It is your responsibility to provide such evidence when applying.
