  • Applicants at the GS-11 level must have at least one year of specialized experience equivalent in difficulty and level of responsibility to the GS-9 level in the Federal Service. Specialized experience is defined as experience that is in or directly related to the line of work of this position and has equipped the applicant with the knowledge and competencies to successfully perform the duties of this position. More specifically, this includes experience gathering, evaluating, and analyzing operational requirements and translating them into technical requirements; experience developing and modifying reports and queries, or manipulating data extracted from an automated financial, accounting, or other business related system; utilizing advanced excel techniques (e.g. Pivot tables and Reporting, Visual Basic for Applications (VBA) & Macros, Data Tables, Advanced Formulas) to develop reports; utilizing infographics, data visualization tools, and other visual means to present information to management; and an understanding of the data models utilized in an automated data analytics system.

    Substitution of Education at the GS-11 grade level: Applicants may substitute a Ph.D., an equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree in Business Information Systems, Informatics, Information Technology, Information Systems Management, Operations Research, Technology Management, or related field.

    Combination of Education and Experience at the GS-11 grade level: Applicants may substitute an equivalent combination of education and experience as described above. For example: applicants may substitute six months of specialized experience and two and a half years (45 semester hours) of graduate study in a related field.

    Applicants substituting education for specialized experience must submit a copy of their transcript(s) with their application package.

    Applicants at the GS-12 grade level must possess at least one year of specialized experience equivalent in difficulty and level of responsibility to the GS-11 grade level in the Federal Service. More specifically, this requirement includes the experience described above, in addition to experience independently documenting system requirements for IT programmers as part of the development of a data warehouse; identifying and resolving complex reporting issues; building reports and dashboards by extracting and integrating data from multiple data platforms, recommending ways to improve efficiencies across the various diverse data systems such as Electronic Batch Record (EBR) and Salesforce; extracting and building data reports using Structured Query Language (SQL) and/or similar programs; and experience analyzing qualitative and quantitative economic and development data to support high level decision making.

    Education does not substitute for specialized experience at the GS-12 grade level.

    TIME-IN-GRADE: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b).

    A written test is not required.

    Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.
