Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
AND
Specialized Experience: One year of experience equivalent in difficulty and complexity to the GS-13 grade level or pay band in the Federal service that demonstrates comprehensive knowledge of Federal IT security laws, regulations, policies, and requirements and all of the following: a) Plan, develop, and conduct IT security testing; b) Perform site security assessments and contractor system oversight; c) Conduct network security vulnerability and risk assessment; and d) Written or developed senior staff briefing or white papers.
Merit promotion applicants must meet time-in-grade requirement as defined in 5 CFR 300, Subpart F. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS 14 level.
You must meet all qualification and eligibility requirements within 30 days of the closing date of this announcement.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
This job does not have an education qualification requirement.

The full performance level of this position is GS-14.
