One year of specialized experience equivalent to at least the GS-12 level. Specialized experience is that which has equipped the applicant with the competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Specialized experience for this position includes but is not limited to: analyze transparency and accountability issues related to polices and governance of natural resources revenue management; analyze natural resources revenue programs and issues sufficient to discern interrelationships among program areas and precisely identify ramifications of recommendations; apply knowledge of Federal laws, regulations and programs involving or affecting the Department of the Interior and/or other Agencies responsible for natural resources management; communicate orally and in writing, including experience drafting high-level briefing materials and/or communicating technical subject matter to a variety of audiences; participate as a multi-faceted member of a cross-functional team performing user research, and making content management decisions.

TIME-IN-GRADE: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b).

The Office of Natural Resources Revenue has determined that the duties of this position are suitable for occasional telework and the selectee may be allowed to telework with supervisor approval and if they meet the eligibility criterion in the 2010 Telework Act.
