Time-in-Grade: One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level.Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under a non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). Time-In-Grade requirements also apply to current employees applying for a Veterans Employment Opportunities Act of 1998 (VEOA) appointment. NOTE: You must provide a copy of your SF-50 (you may need to submit more than one), "Notice of Personnel Action" that indicates proof of status and time-in-grade eligibility. The SF-50 must include your position, title, series, grade, step, tenure, type of service (Competitive or Excepted) and career status (career or career-conditional).

In order to be qualified for the Health Scientist, you must meet the following basic requirement (you must submit a copy of your transcripts) AND specialized experience below.

Basic Requirement:
You must possess a bachelor's or graduate/higher level degree with a major study in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of the position.

Specialized Experience:
In addition, to be qualified at the GS-14 level, you must possess one full year of specialized experience equivalent to at least the GS-13 grade level in the Federal service performing duties such as:
  • Analyzing and evaluating strategy and policy issues related to patient input and involvement in medical product innovation, regulatory evaluation, and patient access to determine appropriate approaches and policies related to such issues.
  • Coordinating with a diverse group of scientists, health and medical professionals, and organizations in order to design, plan, conduct, and/or analyze focus groups involving patient perspective and experience data related to medical product development.
  • Evaluating public health policies relevant to patient consultation and medical device regulation in order to identify potential revisions or recommendations necessary for improvement.

The documentation must indicate whether the duties were performed full time or, if part time, the percentage of times the other duties were performed. It is expected that this documentation is included in the employee's official personnel record. In order to receive credit for experience in your resume that is not within the official series and grade level of your official position, you must provide a copy of the appropriate documentation of such experience as indicated above.

This position requires specific coursework and/or a degree to meet the basic education requirement. You must submit an official transcript, unofficial transcript, or a list including courses, grades earned, completion dates, and quarter and semester hours earned. Your transcript(s) must clearly demonstrate the course(s) listed in the qualification requirement section. If the transcript(s) does not clearly demonstrate this you must submit a copy of the course description and/or other documentation demonstrating that the courses are equivalent.
