Qualifying experience may be obtained in the private or public sector. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Basic Qualification Requirements:

Active member of the bar.

ADDITIONAL REQUIREMENT: In addition to meeting the Basic Qualification Requirements, applicants must have additional specialized experience as defined below:

Candidates must possess one year of specialized experience equivalent to at least the GS/CG-14 level. Specialized experience is the possession of significant public and/or private legal experience related to:

•Contracting methods, lease and/or facilities acquisitions and procurement of goods and services
•Law firm contracting and billing practices
•Risk management principles
•Records management principles

  1. Knowledge of contracting methods, lease and/or facilities acquisitions, contractor ethics issues, federal conflict of interest statutes, and procurement of goods and services.
  2. Knowledge of law firm contracting and billing practices and Legal Division policies relating to same.
  3. Knowledge of risk management principles and ability to adapt risk management program to emerging risks and evolving priorities of the agency.
  4. Knowledge of records management principles.
  5. Ability to manage/supervise a group of professional and support staff.
  6. Ability to coach, counsel, and discipline employees; plan, monitor, and appraise employee performance; interview, select, and orient new employees; and train
