JOB ELEMENTS: Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
- Ability to interpret instructions, develop drawings and diagrams which identify required dimensions and special parts or surfaces used in the manufacture and installation process. (Job Element 75-A)
- Knowledge of the full range of electronic, digital, keyless, fingerprint, etc., locking devices, as well as their parts, in order to select substitute parts and/or fabricate locking devices to meet special security demands (Job Element 81)
- Ability to experiment with various materials such as alloys, plastic or metals, to develop locking component parts. (Job Element 2-E)

Receiving Service Credit for Earning Annual (Vacation) Leave: Federal employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a federal employee. VA may offer newly-appointed Federal employee's credit for their job-related non-Federal experience or active duty uniformed military service. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
The Interagency Career Transition Assistance Plan (ICTAP) and Career Transition Assistance Plan (CTAP) provides eligible displaced Federal competitive service employees with selection priority over other candidates for Competitive Service vacancies.
