  • You may be required to travel overnight away from home up to 2-3 nights per month. You must obtain a government charge card for travel purposes.
  • You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority.
  • You will be required to complete a Confidential Financial Disclosure Report, OGE-450 on an annual basis.
  • To qualify for this position you must possess all of the following minimum qualifications by close of the announcement.

    Basic Requirements for GS-12
    A. A 4-year course of study leading to a bachelor's degree with a major in any field;
    OR
    B. At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

    Basic Requirements for GS-13
    A. Completion of all mandatory training prescribed by the head of the agency for progression to GS-13 or higher level procurement analyst positions, including at least 4-years experience in contracting or related positions.
    AND
    B. Completion of a 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
    C. Exception: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade, unless granted a waiver.

    Mandatory Training - Applicants may qualify for positions in the 1102 series at the GS-13 level and above by meeting option 1 or 2 below.
    1. Completion of all training required for a Federal Acquisition Certificate in Contracting Level III (FAC-C III) as required by the Federal Acquisition Institute (https://www.fai.gov/drupal/certification/contracting-fac-c#TReq) and inclusive of all prerequisites.
    OR
    2. A current/maintained FAC-C or DAWIA Level III certification. In order to be qualifying, the applicant must have maintained their certification by completing the required 80 continuous learning points (CLPs) of skills currency every two years, beginning with the date of their certification.

    AND
    SPECIALIZED EXPERIENCE:

    EXPERIENCE: For the GS-12 grade level, you must have 1 year of specialized experience equivalent to the GS-11 grade level in the Federal service. Specialized experience is experience that equipped you with the particular knowledge, skills, and abilities to successfully perform duties of this position, and is typically in, or related to the work of the position to be filled. For this position, your specialized experience must include: analyzing contracting matter, and aiding in the development and revision of contracting policies and guidelines.

    EXPERIENCE: For the GS-13 grade level, you must have 1 year of specialized experience equivalent to the GS-12 grade level in the Federal service. Specialized experience is experience that equipped you with the particular knowledge, skills, and abilities to successfully perform duties of this position, and is typically in, or related to the work of the position to be filled. For this position, your specialized experience must include: independently analyzing and evaluating contracting matter, and developing and revising contracting policies, procedures, and guidance.

    You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies".

    There is no substitution of education for experience at the grade level(s) of this announcement.

    Promotion to the full performance level is neither guaranteed nor implied and will be based solely on your ability to satisfactorily perform the work of the position, existing work at the higher grade level, and recommendation by the position's supervisor.

    Physical Demands: The work is normally sedentary. However, the work involves occasional travel to attend meetings or conferences, present training, review acquisition operations, and visit program operations or contractors.

    Working Conditions: Work is usually performed in an office environment, with some travel to attend meetings or conferences, present training, review acquisition operations, and visit program operations or contractors.

    The National Park Service has determined that the duties of this position are suitable for tele-work and the selectee may be allowed to telework with supervisor approval.
