To be eligible for the Presidential Management Fellows Program, applicants must meet the following requirements:
1. Presidential Management Fellow candidates from the Class of 2018.
2. Qualification Requirements: In order to qualify for Regulatory Counsel, you must also meet one of the following:

For GS-11:

A. Have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related; -OR-

B. Have at least one year of specialized experience, equivalent to the GS-09 in the Federal Service or public and private sectors, to include experience in researching compliance issues; assisting with the revision or creation of new policies and regulations and prepares replies to correspondence from the regulated industries. -OR-

C. Have a combination of graduate education and specialized experience. Experience and education as described above may be combined to meet the minimum qualification requirements. Experience and education should be computed as percentages of the overall requirements and must equal to 100 percent when combined.

For GS-12: Have one year specialized experience equivalent to the GS-11 grade level in the federal service which include developing, planning, analyzing and researching issues to evaluate the effect of laws and regulations; reviewing and modifying policy and/or procedures to promote the efficiency and effectiveness of programs; providing policy analysis and critical review of complex issues affecting regulated products; reviewing and drafting legal documents, including proposed and final policies, regulations, and guidance.

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university. PROGRAM COMPLETION AND CONVERSION: Program participants may be converted, without a break in service, to a term, career or career conditional appointment upon completion of program requirements. To be eligible for conversion, Presidential Management Fellow must meet all of the following:

  • Citizenship requirement
  • Complete two continuous year of work experience acquired through a Presidential Management Fellows (PMF) Program
  • Qualification standards for the position to which the Presidential Management Fellow will be converted
  • Any agency-specific requirements specified in the Participant's Agreement
  • Demonstrate successful job performance that results in a rating of record of at least fully successful and a recommendation for conversion by the first level supervisor.
