The Needs Assessment and Evaluation Manager will play an instrumental role in these activities. S/he will report directly to the Deputy Director of the Training and Technical Assistance Department and work closely and collaboratively with NACHCA cents € (TM) s Director of Research within NACHCA cents € (TM) s Research Department, and interact with other NACHC divisions, as appropriate. Duties and Responsibilities: National Health Center Needs Assessment (45%) Coordinate the development of a single, national health center needs assessment strategy that documents emerging health center operational needs. Such a strategy will include quantitative and qualitative approaches to document priorities and needs as identified by health center senior leaders, staff, patients, board members, and others. Design a fielding strategy to solicit a sufficient response rate across all health centers nationally. Field a national needs assessment to all health centers nationally and be responsible for follow up necessary to reach response rate target(s). Coordinate the Needs Assessment Working Group made up of the various NCA partners actively contributing to the development, fielding, analysis, and dissemination of the national needs assessment. This includes scheduling meetings (mostly telephonic), planning meeting agendas, and coordinating communications across members. Engage other stakeholders for input in the national health center needs assessment strategy. Manage deliverables of External Consultant to insure met on time, of high quality, supportive of all activities described below, and done in collaboration with other NCAs. Evaluation (25%) Work with NCA partners to design and implement a cross-NCA evaluation strategy that identifies a common core set of T/TA performance metrics to measure collective impact. Once established, regularly communicate aggregated results across NCAs. Ensure evaluation activities inform needs assessment activities and vice versa. Work with NCA partners to develop aA cents € oefeedback loopA cents € strategy that continuously monitors health centersA cents € (TM) needs. Plan for and implement a comprehensive evaluation strategy internal to NACHC that aligns program evaluation activities across NACHC and captures/documents comparable results. Work to ensure these metrics can be used to improve NACHC T/TA and program efforts, and demonstrate impact. Manage deliverables of External Consultant to insure met on time, of high quality, supportive of all activities described below, and done in collaboration with other NCAs. Analysis and Dissemination (25%) Collaborate with NCAs to develop an analytic strategy across the national needs assessment, evaluation, and continuous monitoring to effectively guide the development of T/TA across NCAs and other T/TA partners or stakeholders. Analyze data and interpret results. Includes supplementing needs assessment data with other data sets to inform needs assessment development and analysis. Other analysis activities as needed to explore impact of health centers. Effectively communicate results to various stakeholders, including the BPHC. Other Activities (5%) Track and report progress on these deliverables under NACHCA cents € (TM) s NCA. Track and where possible coordinate with external surveys fielded to health centers. Contribute to grant writing and planning. Other projects and tasks as assigned. Occasional travel. Qualifications: MasterA cents € (TM) s degree in with special emphasis on evaluation or related field. Experience with survey design methods and strategies and linking survey data to other data sets; stakeholder engagement and building consensus across stakeholders; evaluation; data analysis and management; qualitative research designs; needs assessments; and project management. 5 years of relevant and applied experience. Able to effectively communicate to a variety of stakeholders. Ability to work collaboratively with others located in different offices, and ability to work independently under tight deadlines. Proficiency in Microsoft Office, especially Excel and Access, and a data analysis application (such as SAS, SPSS, or Stata).
