    Qualification requirements in the vacancy announcement are based on the U.S. Office of Personnel Management (OPM) Qualification Standards Handbook, which contains federal qualification standards. Resumes of qualified candidates must describe 1 year of specialized experience equivalent to the next lower grade level in the Federal service.

    Specialized experience is any experience that is directly related to the position to be filled and which has equipped the candidate with the particular competencies (knowledge, skills and abilities) to perform the duties of the position.

    Specialized Experience at the GS-11: must have 1 year of specialized
    experience equivalent to the GS-09 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position, OR Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. Qualifying experience includes the ability to perform a wide variety of litigation support functions including administering Concordance or ZyLAB (SQL) or other similar databases.

    Specialized Experience at the GS-12: must have 1 year of specialized experience equivalent to the GS-11 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying experience includes include the ability to perform a wide variety of litigation support functions including administering Concordance or ZyLAB (SQL) databases and providing end-user training on CaseMap, TrialDirector or ZyLAB.
