Physical - Effort Duties require prolonged standing, walking, stooping, bending, stretching, reaching above the shoulder, and climbing. A moderate amount of hand, wrist, and arm movements is involved. Moderate lifting is required for objects weighing up to 80 pounds. Incumbent is required to have good eye-hand coordination and proficient vision.

Working Conditions Duties are performed in a well lighted, heated and ventilated area. The incumbent is exposed to low frequency noise generated by bindery equipment. The work is performed indoors, with no exposure to excessive heat or cold.

Applicants must meet the following Screen-Out element, Job Elements to be considered for this position. Applicants must have experience and/or training of sufficient scope and quality to independently perform the duties typically required of a Head Operator.

Applicants must meet the following screen out job element #1 below, to be considered eligible for this position: Ability to perform the work of a Head Operator with normal supervision. Applicants must have experience and/or training of a sufficient scope and quality to independently perform the duties typically required of a Head Operator. These duties require skill in monitoring, coordinating, and inspecting bindery work in progress to ensure quality standards and production deadlines are met; diagnosing and troubleshooting bindery equipment problems including replacing parts; and training journeypersons and assisting with difficult maintenance problems (performing changeovers on machines when necessary).

In addition to the requirements above, GPO Employees competing under merit promotion procedures must meet all of the following criteria in accordance with Federal Merit Promotion Plan, GPO Instruction 615.2C (Appendix B):

1. Have completed a formal, recognized apprenticeship or GPO journeyperson training program, or possess substantially equivalent practical experience in the trade of the vacancy; AND

2. Have at least 1 year of journeyperson experience subsequent to completion of the above apprenticeship or training; AND

3. Have served a minimum of 1 year in Career or Career-Conditional appointment in the GPO.

You will receive credit for all qualifying experience, including volunteer experience.

Background Investigation:
To ensure the accomplishment of its mission, the GPO requires every employee to be reliable and trustworthy. To meet those standards, all selected applicants must undergo and successfully completed a background investigation for a suitability, (Public Trust, Secret, or Top Secret clearance). This review could include financial issues such as delinquency in the payment of debts, child support and/or tax obligations, as well as certain criminal offenses and illegal use or possession of drugs. Depending on the type of background investigation required, the security process may take between 6 weeks to 12 months.

The agency may rescind the tentative offer, if the candidate is unable to obtain an interim clearance.
