PRIMARY PURPOSE OF POSITION This job is responsible for supervising a Unit of employees who oversee contractor forces who provide support functions and manages contractor field operations of up to 200 contractor employees. This position may be required to work extended hours, including 24 x 7 coverage during storms or other energy delivery emergencies. PRIMARY DUTIES AND ACCOUNTABILITIES Accountability * Responsible for gas distribution construction and maintenance according to specified standards which may include live gas operations, electric cut-ins, new business extensions, emergency work, replacements, reinforcements and relocations. * Creates Standards, Work Practices and Procedures. Develops inspection program, setting goals and metrics, tracking spending, and developing and maintaining reports. * Provides training and monitors the performance of company and contractor personnel and milestone schedules to ensure quality, safety and meeting specified service dates. * Maintains a good working relationship with contractor management and takes corrective action as required to assure quality installations, which meet customer expectations. * An expert regarding contracts and what is included as part of the price (blanket and lump sum contracts). * Develops and maintains working relationships among organizational units throughout the department and distribution division as well as governmental agencies. * May provide liaison with governmental agencies to resolve conflicts and communicate information related to contractor maintenance and construction activities POSITION SPECIFICATIONS Minimum: Education/Experience: * Bachelors degree in related discipline (business administration, engineering, finance, etc) with at least 5 to 8 years related maintenance and construction experience or the equivalent combination of formal education/training and experience. * Knowledge: * Thorough knowledge of Company work, environmental and safety practices including a working knowledge of gas distribution standards and ability to maintain or obtain gas-up authorization. * Basic understanding of substation construction and inspection work practices, operating procedures and standards. * Working knowledge of PC-based and job/work management applications. * Skills/Abilities: * Demonstrated ability to effectively plan, schedule, manage and coordinate daily work activities. * Ability to coordinate and manage a working group of construction inspection personnel. * Strong interpersonal skills and the ability to anticipate and resolve problems promptly. * Valid drivers license and ability to meet Company driving standards. * Must pass U. S. Dept of Transportation required chemical test. * Must pass MD State Temporary Traffic Control Traffic Managers Training Course within 6 months. * Ability to pass required Operator Qualification (OQ) training per DOT * Availability to work extended hours, including 24 x 7 coverage during storms or other energy delivery emergencies. Preferred: * Over ten years related work experience in maintenance and construction. * Experience managing and administering Overhead (OH) and/or Underground (UG) and/or Civil (CON) construction contractors and contracts/purchase orders. * Experience as a supervisor directing the "day to day" actions of OH/UG/CON construction Crew Leaders. * Extensive experience ensuring OH/UG/CON contractors comply with Pepco Holdings Safety requirements and Lock Out, Tag Out procedures. * Extensive experience directing efforts to monitor OH/UG/CON construction contractor construction quality * Experience tracking OH/UG/CON construction progress using Company Systems (WMIS, SAP, AS8, Excel, Advantex, Exelon MDS, GIS/GWD, MS Project). * Experience responding to OH/UG/CON system emergencies and directing crews to resolve critical system issues. Qualifications * Supervises staff in a department. ; Works within prescribed operating procedures. * Typically reports to Manager. * Direct reports normally include entry-level exempt, non-exempt skilled and non-skilled craft and clerical.
