  • This position contains a Selective Placement Factor (SPF) that is part of the minimum requirement of the position. If you do not meet the SPF, you are ineligible for further consideration. The SPF for this position is:
    • Demonstrated experience conducting quantitative and qualitative analysis of programmatic performance for large-scale international infrastructure projects. This experience must be documented in your resume.
    Applicants must meet all the required qualification requirements and the SPF described by the closing date of this announcement. Education may only be substituted in accordance with the Office of Personnel Management's Qualification Standards Handbook. Education must be accredited by an accrediting institution recognized by the U.S. Department of Education in order to be credited toward qualifications.

    Applicants must also meet the specialized experience listed below.

    Specialized experience is that which has equipped the applicant with the competencies to successfully perform the duties of the position, and that which is typically in or related to the position to be filled.

    GS-09 Qualifications: Must possess one year of specialized experience equivalent to at least the GS-07 level in the federal service that has equipped the applicant with the particular knowledge, skills and abilities to perform the duties of the position.

    Specialized experience at the GS-09 level for this position includes, but is not limited to: experience evaluating U.S. foreign assistance intended to promote U.S. exports and/or economic growth in developing and middle-income countries; experience applying qualitative and quantitative evaluation processes and procedures to determine the effectiveness of international programs and projects; and developing and utilizing complex databases, spreadsheets, charts, graphs, reports, and tables in order to present findings and conclusions.

    GS-11 Qualifications: Must possess one year of specialist experience equivalent to at least the GS-09 level in the federal service that has equipped the applicant with the particular knowledge, skills and abilities to perform the duties of this position.

    Specialized experience at the GS-11 level for this position includes, but is not limited to: evaluation of U.S. foreign assistance intended to promote U.S. exports and/or economic growth in developing and middle-income countries; experience applying qualitative and quantitative evaluation processes and procedures to determine the effectiveness of international programs and projects; developing and utilizing complex databases, spreadsheets, charts, graphs, reports and tables in order to present findings and conclusions; and experience with collecting data (or direct observation of data collection) and the ability to synthesize and judge/evaluate multiple forms of evidence.

    GS-12 Qualifications: Must possess one year of specialist experience equivalent to at least the GS-11 level in the federal service that has equipped the applicant with the particular knowledge, skills and abilities to perform the duties of this position.

    Specialized experience at the GS-12 level for this position includes, but is not limited to: evaluation of U.S. foreign assistance intended to promote U.S. exports and/or economic growth in developing and middle-income countries; experience applying qualitative and quantitative evaluation processes and procedures to determine the effectiveness of international programs and projects; developing and utilizing complex databases, spreadsheets, charts, graphs, reports and tables in order to present findings and conclusions; experience with collecting data (or direct observation of data collection) and the ability to synthesize and judge/evaluate multiple forms of evidence; experience applying theoretical frameworks, federal guidance and regulations, or principles of rigorous inquiry to real-life environments related to foreign assistance and economic development programs; and experience in an advisory role, leading and influencing others.

    A written test is not required.

    Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.

    Combination of education and/or experience may substitute for the specialized experience requirement:

    GS-9: A master's degree or equivalent degree or two full years of progressively higher level education leading lo such a degree, or an LL.B or J.D., if related. Such education must demonstrate the knowledge, skills and abilities necessary to perform the duties of the position.

    GS-11: A Ph. D or equivalent doctoral degree, or three full years of progressively higher level graduate studies leading to such a degree or LL.M, if related. Such education must demonstrate the knowledge, skills, and abilities necessary to perform the duties of the position.

    Education alone will not qualify for the GS-12.

    Only experience and education obtained by the closing date of this announcement will be considered.

    Stipulations of Employment:
    Selection may require completion of a 1-year probationary period.

    Applicants must be eligible to obtain and keep a top secret security clearance. Appointment is subject to the successful completion of a background investigation and favorable adjudication. Failure to successfully meet these requirements will be grounds for termination.

    This position requires approximately 1-5 nights of travel per month.
