    Defense Acquisition Workforce Improvement Act (DAWIA): Selectees are allotted 2 years in which to achieve DAWIA Category C- Contracting Level III certification requirements in accordance with the 1990 Defense Acquisition Workforce Improvement Act. Certification is the procedure through which a military service or DoD Component determines that an employee meets the education, training, and experience standards required for a career level in any acquisition, technology, and logistics career field.

    THIS IS A CRITICAL ACQUISITION POSITION (CAP). Selectee for this position will be required to sign a written agreement to remain, for a minimum of three years, in the federal service in this critical acquisition position.

    This position serves as a Contracting Officer (CO), which requires the employee to achieve a certificate of appointment after successfully passing a Warrant bond.     A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees; AND at least 24 semester hours of study from an accredited institution of higher education in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management obtained within or in addition to the bachelor's degree OR graduate education in one or a combination of fields listed above.

    Exception: Current civilian personnel in DoD, who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000, are exempt from meeting this requirement. An SF-50 must be provided to show applicant is a current 1102 and has been in this series since October 1, 2000 if using this exception. Current civilian personnel in DoD, in any occupational series, who occupied a similar occupational specialty to the GS-1102 while serving in the military on or before September 30, 2000, are also exempt from meeting this requirement

    Applicant must have directly applicable experience that demonstrates the possession of the knowledge, skills, abilities and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills, and abilities necessary to successfully perform the duties of the position. Such experience is typically in or directly related to the work of the position to be filled. Experience must be reflected in your resume.

    Specialized experience required for this position is:
    1. Apply acquisition and contracting policy and regulations in order to advise management on executing a full range of acquisition activities, including pre-award and post award acquisition functions involving highly specialized procurements.
    2. Advise program officials of legal and regulatory requirements, funding requirements, types of contracts, methods for acquisition of major subsystems and support requirements to include cost, schedule and performance incentive plans and subcontracting and set aside policies.
    3. Collaborate with others to monitor and manage contracts, contractor performance, quality and compliance with contract terms and conditions.
    4. Applies knowledge of Federal, DoD and the Intelligence Community acquisition laws, regulations, policies and procedures to the acquisition and contract administration of complex intelligence space systems
