    Experience: You qualify for this position if you possess one year of specialized experience equivalent to at least the GS-11 level in the Federal Service or comparable pay band system.

    For this position Specialized experience is defined as experience participating as part of a team in the development of web and mobile applications within an enterprise-level organization with at least 3,000 end users and 100 websites. Work experience must include development, management, configuration, hosting, deployment and customer support of both Drupal and WordPress web content management applications including HTML5 and CSS within a Linux environment.

    Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

    Part-time and/or unpaid experience related to this position will be considered to determine the total number of years and months of experience. Be sure to note the number of paid or unpaid hours worked each week.

    In addition to meeting the Specialized Experience for all positions individuals must have related experience demonstrating each of the four competencies listed below:
    1. Attention to Detail: Is thorough when performing work and conscientious about attending to detail.
    2. Customer Service: Anticipates and meets the needs of both internal and external business partners and customers (any individuals who use or receive the services or products that your work unity produces including the general public, individuals who work in the agency, other agencies, or organizations outside the Government). Provides information or assistance. Delivers high-quality products and services; is committed to continuous improvement. Effectively manages customer relationships.
    3. Oral Communication: Makes clear and convincing oral presentations to individuals and groups. Listens effectively; clarifies information, as needed. Speaks and writes in a clear, concise, organized, and convincing manner that is appropriate to the audience. Facilitates an open exchange of ideas to ensure all group input is considered. Handles technical, sensitive, or controversial topics with agility involving executives/managers as appropriate.
    4. Problem Solving: Identifies and analyzes problems, weighs relevance and accuracy of information, generates and evaluates alternative solutions, and makes sound recommendations.
    The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.

    You will be evaluated for this job based on how well you meet the qualifications above.

    Your application will be evaluated first for the basic qualifications described above. The applications that meet the basic qualifications will be evaluated further against the following criteria:

    1. Ability to create custom websites / mobile applications using Drupal, WordPress, PHP, and HTML5 for an organization supporting hundreds of websites, gained through work experience.
    2. Ability to apply web development techniques for both Drupal and Word Press platforms, gained through work experience.
    3. Ability to use tools and techniques for designing interfaces, configuring website content, and maintaining / deploying websites / mobile content, gained through work experience.
    4. Ability to perform database migrations, query creation and integration of websites with other systems through API / web service interactions, gained through work experience.
    5. Ability to install, configure, optimize, secure, and maintain Drupal, WordPress, Varnish, Memcached, Apache, MySQL and PHP on high-availability, load-shared clusters / sets of servers hosting from dozens to hundreds of websites and web applications on Linux, gained through work experience.
    Applicants who meet or exceed minimum qualifications will be assigned to one of three category groups based on job-related criteria: Best Category - Meets the minimum qualification requirements and excels in most of the job related competencies above. Better Category - Meets the minimum qualification requirements and satisfies most of the job related competencies above. Good Category - Meets the minimum qualification requirements, but does not satisfy most of the job related competencies above to a substantive degree. This category rating process does not add veterans' preference points or apply the "rule of three", but protects the rights of veterans by placing them ahead of non-preference eligibles within each category. A selecting official may make selections from the highest quality category (Best Category) provided no preference eligible in that category is passed over to select a non-preference eligible in that category unless the requirements of 5 U.S.C. 3317(b) or 3318(b) are satisfied. Preference eligibles who meet minimum qualification requirements and who have a compensable service-connected disability of at least 10 percent must be listed in the highest quality category, except when the position being filled is scientific or professional at the GS-9 grade level or higher.
