This recruitment may be used to fill future vacancies. As certified by the state of Virginia (VDHCD) and/or appointed by the relevant code official to do so on their behalf, researches, prepares for and investigates complaints and inquiries regarding alleged violations and appropriate compliance actions regarding violations of zoning, noise, property maintenance, building code, and fire code violations. Communicates with residents and provides general code awareness information to the community. Conducts field investigations and interviews, gathers evidence, uses unique investigative techniques, advises violators of code violations, placards unsafe violations, and conducts follow up investigations to ensure compliance. Prepares automated reports, updates information in system databases, issues formal notices and orders as prescribed by relevant code or ordinance. Prepares evidentiary material and testifies in local courts, local and state governing bodies pertaining to violations observed and aspects of the case. Duties are performed under the direction of a Division Supervisor.
Position may be underfilled as a Code Compliance Investigator I; the Underfill Requirements are stated below in the Employment Standards section. Employment Standards MINIMUM QUALIFICATIONS: Any combination of education, experience, and training equivalent to graduation from an accredited four-year college or university with a bachelor's degree in a field of study related to the enforcement of environmental and property maintenance codes such as urban planning, biological or environmental science, law enforcement, legal studies or a related field, (experience performing land use, zoning, building, public safety, or related code enforcement, inspection, investigative or abatement work) plus two years of experience as a Code Compliance Investigator I or equivalent.

CERTIFICATES AND LICENSES REQUIRED:Must have and maintain a valid motor vehicle driver's license. Completion of at least one certification in two of the following areas:
Property MaintenanceCertification by the Virginia Department of Housing and Community Development in Property Maintenance;
ZoningDemonstrated competency in and knowledge of the Fairfax County Zoning Ordinance or equivalent as directed by the department;
BuildingVDHCD certification in each of the four disciplines (building, electrical, plumbing and mechanical) in residential construction;VDHCD certification in each of the four disciplines (building, electrical, plumbing and mechanical) in commercial construction;
FireCertification as ICC Fire Inspector I;Certification in National Fire Academy R102 (Plan Reviews for Inspectors);
HealthAny combination of competency, certification, training, education or experience acceptable to and as determined by the Health Code Official for appointment as a technical agent;Certification by the Virginia Department of Housing and Community Development within 12 months of appointment in Property Maintenance.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check and a driving record check to the satisfaction of the employer.
PREFERRED QUALIFICATIONS:
Considerable knowledge of state and county codes and regulations related to zoning, noise, property maintenance, residential, and/or commercial building codes. Ability to maintain effective relationships with the public and fellow employees. Excellent written and oral communication skills; proficiency in Spanish or other language preferred.
PHYSICAL REQUIREMENTS:
Ability to safely and legally operate a vehicle in accordance with Fairfax County Standards of Conduct. Ability to lift items weighing up to 15 pounds. Ability to operate and carry inspection equipment (radio, camera, flashlight, tape measure, placards, clipboard, pen, and paper). Ability to move neck/head up and down and side to side, bend, reach, twist, and/or stoop, climb, walk/traverse rough, icy or broken terrain, and go up and down steep inclines. Ability to exit structures quickly in case of an emergency/life safety situation. Ability to wear required department-issued protective footwear. Ability to speak clearly and understandably, and to tolerate various weather conditions while conducting field investigations. All duties performed with or without reasonable accommodations.

UNDERFILL REQUIREMENTS:
This vacancy may be underfilled at the level of Code Compliance Investigator I (Grade S22, $51,935 - $86,559). The employment standards for the Code Compliance Investigator I are: Any combination of education, experience, and training equivalent to graduation from an accredited four-year college or university with a bachelor's degree in a field of study related to the enforcement of environmental and property maintenance codes such as urban planning, biological or environmental science, law enforcement, legal studies or a related field, (experience performing land use, zoning, building, public safety, or related code enforcement, inspection, investigative or abatement work).
