Supports the department's enterprise-wide Human Capital Management (HCM) bolt-on applications, including Talent Management Suite, recruiting, applicant tracking, on-boarding, learning management, performance management, job/position management, SAS-based HCM and legacy HR reporting systems, and departmental systems for document and records management. Duties include, but are not limited to the following:
  • Serves at a journeyman level providing functional system administration support in the HR suite of applications.
  • Develops and maintains understanding of the specific applications, modules and/or system processes assigned, including knowledge of the departmental operations and business processes for supported applications.
  • Assists in assessing the needs of DHR, county agencies' and end users, including researching system capabilities to meet business process requirements.
  • Participates in assessing potential upgrade activities, and/or implementation of new functionality; and maintaining current system functionality.
  • Acts as an intermediary between end users, training teams, business process owners, and the HRIS team to solicit and receive feedback, identify trends and patterns, review common issues, analyze the current processing requirements, and provide recommendations that will aid in developing enhancements or solutions to issues.
  • Coordinates efforts with all relevant parties including Human Resources Divisional teams, FOCUS Business Support Group (FBSG) functional teams, Department of Information Technology (DIT) technical teams and/or departmental system administrators.
  • Maintains a general understanding of countywide procedures, policies and requirements related to HR-related systems and applications.
  • Serves as coordinator of computer hardware assignment for HR Department staff and manages accurate computer equipment inventory for approximately 120+ computers. Facilitates HR departmental staff information technology issues.
  • Identifies and resolves computer related issues for approximately 100 users.
  • Works with vendors and DIT to get quotes for a variety of user computer equipment.
  • Utilizes document management system to save and manage pertinent documents.
  • Works closely with IT technical staff in maintaining agency desktop and network equipment, such as printers, scanners, projectors, and training and conference room audio visual systems.
  • In coordination with DIT, manages and maintains agency-specific software licensing, including license tracking and maintenance, installation, renewal, and software upgrades.
  • Participates in DHR continuity of operations.
  • Follows ounty-wide IT and IT Security policies and standards, and serves as the HR department's security officer and computer system access coordinator.
Employment Standards MINIMUM QUALIFICATIONS:
Any combination of education, experience and training equivalent to possession of a bachelor's degree in business, computer science or a field related to the department where the information technology services are being used; plus two years of experience analyzing business processes and/or developing/maintaining the main business system, technical platform or a related system.
NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check to the satisfaction of the employer.

PREFERRED QUALIFICATIONS:Experience in system administration related to departmental, enterprise, and/or cloud-based computer systems, including account management, user access, role and permission assignment, maintenance and operational processes, troubleshooting and end user issue resolution. Knowledge of HR departmental systems, operations and business processes related to human capital management, talent management, hr reporting and records management.
Experience in computer hardware, software, and desktop support, including computer equipment inventory and management, desktop software license tracking, installation, and maintenance, and technology-related issue resolution. Experience in managing computer security access and/or serving as departmental security coordinator or user access administrator. Familiarity with HR records management and document repository tools, including imaging and document scanning hardware/software. Familiarity with working within an enterprise issue reporting and tracking system framework, in coordination with other IT technical staff.

PHYSICAL REQUIREMENTS:
Job is generally sedentary in nature, however, employee must be sufficiently mobile to attend meetings and make presentations. Employee may be required to lift and carry up to 15 pounds. Incumbent must be able to operate keyboard driven equipment. Visual acuity is required to read data on a computer monitor and in printed format. Must have the ability to communicate clearly and concisely, orally and in writing. All duties performed with or without reasonable accommodations.
