Job Title: ENGINEERING SUPPORT ASSOCIATE (WATER UTILITY) Closing Date/Time: Thu. 02/22/18 11:59 PM Eastern Time Salary: $38,625.60 - $64,646.40 Annually
Job Type: Full-Time Location: Water/Sewer/Streets Division - 4200 S. 28th Street, Arlington, Virginia       This employee will be part of a team of Engineering Support Associates in the Water/Sewer/Streets Bureau of the Department of Environmental services responsible for performing multi-skilled, entry to advanced level technical engineering support of Arlington's Water, Sewer, Storm Sewer, and Street Infrastructure. This position provides technical and administrative support for the Water Utility Unit.

Specific duties include:
  • Establishing and administering new databases to track the work of the Water Utility Unit, to include the following programs: Hydrant Flushing, Valve Exercise, Accelerated Pavement Restoration, and escalated water usage incidents and investigations;
  • Identifying appropriate metrics to track, verifying the source of data and organizing database development to ease analysis;
  • Developing dashboards to provide frequent updates of high priority metrics;
  • Analyzing data to identify trends, and problem areas and preparing ad hoc reports; and
  • Developing recommendations based on results of data analysis.
Work is performed both outdoors in all types of weather conditions and within an office environment. The work environment includes exposure to drafts, noise, dust, grease, and dirt, and may include extended periods of standing, walking, bending, crouching, and lifting light to heavy objects and equipment.
 Selection Criteria: Minimum: High school diploma or the equivalent plus progressively responsible experience in a public works environment (or directly related field) which included experience in one or more of the following areas:
  • Engineering support;
  • Construction management;
  • Trades work in a Water/Sewer/Streets, Utility, or similar environment;
  • Laboratory testing in a trades, plant, or related environment;
  • Customer service in a trades, utility, or related environment; and/or
  • Automated records management;
Substitution: Additional qualifying experience may be substituted for the education on a year-for-year basis.

Desirable: Preference may be given to candidates with one or more of the
  • Experience working with a relational database facilities maintenance program such as Cartegraph;
  • Experience reading engineering plans, schematics, maps, and drawings showing water and/or sewer systems;
  • Experience working with an automated work order management system; and/or
  • Experience working with citizens to resolve public works issues.

 Special Requirements: Applicants must possess, or obtain by time of appointment, a valid motor vehicle operator's license from the applicant's place of residence. The applicant must authorize Arlington County to obtain, or the applicant must provide a copy of the applicant's official state/district driving record. Any offer of employment may be contingent upon a favorable review of the applicant's driving record.
 Additional Information: Work Hours:  8:00 a.m. to 5:00 p.m., Monday through Friday.

This position is part of the Engineering Support Associate I/II/III, Multi-Grade pay band which includes Grades 6, 7 and 8 for entry, journey, and senior level work.  The pay range above encompasses entry (Grade 6) through journey (Grade 7) level. However, experience will be evaluated by the Department of Environmental Services and the supervisor will talk with each new employee about how the competencies can be achieved, both through training and experience on the job.  Once hired, the employee will be on probation for one year.

Salary ranges:
Entry: $38,625.60 - $59,030.40
Journey: $42,307.20 - $64,646.40
Senior:  $45,822.40 - $69,992.00
