    In addition to the Basic Education Requirement, you must have one year of specialized experience equivalent to the next lower grade (GS-13), which has equipped you with the particular competencies needed to successfully perform the duties of the position described above.

    Specialized experience is defined as having senior-level responsibility in performing procurement planning and negotiation, formulating guidelines, applying and interpreting procurement policies to advise on contracting matters, and leading other contract specialists on complex contracting processes and functions.

    To receive consideration, your resume MUST contain your complete degree information (i.e., type of degree received, year degree received, and major area of study). In addition to completing your degree information on your resume, you MUST list all courses you have taken which meet the education requirements for the 1102 series as well as the semester hours awarded, certification level, and list of training classes. You MUST include the descriptive title, course code, and number of semester, quarter or classroom hours. (i.e., BUAD-101-Introduction to Business, 3 Semester hours) If this information is not provided, your education may not be appropriately evaluated and you may lose consideration for this position.     Condition of Employment: To be hired for this position, you must possess a valid level III Federal Acquisition Certification-Contracting (FAC-C) or level III Department of Defense Acquisition Workforce Improvement Act (DAWIA) certification, or must have already completed all mandatory training prescribed by the head of the agency for level III FAC-C. If you are currently certified, you may be asked to provide evidence of continuous learning to verify your existing certification. If you are not currently certified, you must apply for certification within 30 days after your start date in this position.

    PLEASE NOTE: Waiver for education or training requirements is NOT allowed.

    Basic Education Requirement:
    Applicants must have completed a 4-year course of study leading to a bachelor's degree with a major in any
    field, that includes or is supplemented by at least 24 semester hours in any combination of the following
    fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods or organization and management.
    Preferred majors include, but are not limited to: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, supply chain management or organization and management.
    Applicants must also meet one of the following:

    A. Certification: Possess a valid level III Federal Acquisition Certification-Contracting (FAC-C) or level III
    Department of Defense Acquisition Workforce Improvement Act (DAWIA) certification, OR

    B. Training: Completion of all mandatory training prescribed by the head of the agency for level III Federal Acquisition Certification-Contracting (FAC-C) (http://www.hq.nasa.gov/office/procurement/Trainreq.doc),
    and at least 4 years of experience in contracting or related positions. At least one year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position.

    C. Exception: Employees in GS-1102 positions will be considered to have met the standard for positions they occupied on January 1, 2000, including positions at the same grade if the specialized experience requirements are met. However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade.

    Current Federal employees must meet time in grade and three months after competitive appointment restrictions by the closing date of the announcement.
