    You qualify for the GS-14 grade level (starting salary $114,590) if you possess one year of specialized experience at the GS-13 grade level performing duties such as:

    -Develop change management strategies to develop new processes to support the acquisition project

    - Analyze the Human Resources capabilities necessary to accomplish the agency's missions with new material solutions

    -Take courses of action to mitigate risk factors while maintaining cost, schedule, and performance of the acquisition program

    -Apply configuration management processes to sustain standardization and reduce life-cycle costs.

    Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.

    National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

If you meet the minimum qualifications, your experience, education and training will be rated using the on-line self assessment questions that are based on the following competencies or knowledge, skills, and abilities needed to perform this job:

    1. Knowledge of the latest practices in program management, budget formulation, human resource planning and management, strategic planning, human resource information systems, labor economics, and personnel management practice areas. Knowledge of the Coast Guard's planning, programming, budgeting, and evaluation system
    2. Knowledge of practices and current policies related to program measurement, including the requirements of the Government Performance and Results Act; Financial Management laws and regulations; principles of continuous improvement, Business Process Reengineering, and Performance Technology practices
    3. Knowledge of planning and evaluative techniques; knowledge of Coast Guard, human resources, infrastructure, and operational objectives, processes and culture; ability to select and apply appropriate evaluation and measurement techniques to the assessment and improvement of program processes or systems
    4. Ability to communicate effectively, orally, visually, and in writing
