Probationary Period: This is a full-time permanent position (Career/Career-Conditional appointment). Upon appointment to this position, you may be required to serve a one-year probationary period.
You must have Information Technology related experience, demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification) which demonstrates proficiency in each of the following competencies:
- Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
- Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
- Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
- Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
SPECIALIZED EXPERIENCE/EDUCATIONAL SUBSTITUTION
GS-9 You qualify for the GS-09 level if you possess one (1) year of specialized experience at the GS-07 level performing duties such as: applying commercial systems security products; ability to demonstrate analytical reasoning and IT methods; understanding of the interrelationships of multiple IT disciplines; and establishing procedures to document technical methods and apply performance management.
You may substitute education for experience if you possess a Master's degree or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to a Master's degree or equivalent graduate degree. This education must have been obtained from an accredited or pre-accredited institution. Check with your school or university to determine how many credit hours comprise two years of graduate education. If that information is not available, use 36 semester or 54 quarter hours. Degree must be in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.
GS-11 You qualify for the GS-11 level if you possess one (1) year of specialized experience at the GS-09 level performing duties such as: providing input to position papers on IT issues, such as policy implications of new business strategies; monitoring changes in legislation and organization policy and guidance for potential impact on IT policies; monitoring state-of-the art IT developments; and reviewing contract proposals to acquire hardware, software, or IT services to determine whether they address business needs and comply with current policies.
You may substitute education for experience if you possess a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree for the experience required at the GS-11 grade level. This education must have been obtained from an accredited or pre-accredited institution. Check with your school or university to determine how many credit hours comprise two years of graduate education. If that information is not available, use 36 semester or 54 quarter hours. Degree must be in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.
GS-12 You qualify for the GS-12 level if you possess one (1) year of specialized experience at the GS-11 level performing duties such as: resolving the most difficult IT information security systems involving a wide variety of different platforms, operating systems; identifying and breaking down IT problems using structured problem resolution approaches; and working with network specialists, applications developers, and security specialists to prevent recurring IT problems.
There is no educational substitution to qualify for the GS-12 grade level.

Promotion Potential: The promotion potential of the position will vary based upon the needs of the Program. Positions may have promotion potential to the GS-11, GS-12, GS-13 or GS-14 levels. You will be informed during the interview and/or selection process of the full performance level of the position. If you are selected for a position with promotion potential, future promotions will be dependent on your ability to perform the duties at a higher level, the continuing need for an employee assigned to the higher level, and supervisory approval.
