Our Purchasing Department is seeking a Purchasing Agent to support purchasing activity at ARL.

What YOU Will Do…

You will: Process Request for Quotations (RFQs) and Request for Proposals (RFPs), enter requisitions and process orders in the Oracle financial system, process assigned requisitions into purchase orders, document all purchase orders, issue change orders as required, resolve order discrepancies, manage standing/blanket orders, prepare risk assessments associated with agreements/terms and conditions, prepare price or cost analysis for purchase orders, review agreements and purchase order terms and conditions, and negotiate with vendors; provide audit support as required; answer procurement related questions; participate in and prepare purchasing training documents/procedures, and attend training and meetings as required; collaborate with technical project personnel and other staff to answer questions, and provide assistance to a variety of areas within ARL and the University; and other duties as assigned.

What YOU Need to be Successful…

This job will be filled as a level 2, or level 3, depending upon the successful candidate's competencies, education, and experience. Typically requires a Bachelor's degree or higher plus four years of related experience, or an equivalent combination of education and experience for a level 2. Additional experience and/or education and competencies are required for higher level jobs. A Bachelor's degree in Supply Chain Management or Business Logistics is desired.

Preferred experience:

• Experience in the Oracle financial system and CPM/CPSM

• An understanding of Penn State or other University policies/procedures

• An active federal clearance

Required experience/skills:

• Government purchasing

• Agreement and purchase order terms and conditions review and negotiation

• Vendor negotiation

• Writing price and cost analysis

• Audit support

• Risk analysis

• Managing standing/blanket orders

• FAR/DFARs

• Microsoft Word, Excel, and Outlook

Soft skills include:

• Excellent interpersonal, communication, and customer service skills

• The ability to work independently

• A demonstrated ability to effectively handle workload, multi-task, and solve problems while maintaining attention to quality, detail, and accuracy

You will be subject to a government security investigation and you must be a U.S. citizen to apply. Employment with the Applied Research Laboratory will require successful completion of a pre-employment drug screen. This is a one-year, fixed-term renewable appointment.
