    MINIMUM QUALIFICATION REQUIREMENTS: Basic Entry Requirements for All Grade Levels:

    For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below.

    1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
    2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
    3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
    4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

    GRADE LEVEL REQUIREMENTS:
    In addition to meeting the Basic Entry Requirements above, applicants must have the experience listed below.

    For the GS-09 level: Fifty-two weeks of experience at the GS-07 level, or equivalent, that has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Your experience should demonstrate assistance in IT security related activities, such as 1) applying IT security laws, standards, guidelines (e.g., FISMA, FIPS, NIST SP 800 series), techniques, or best practices to conduct IT security reviews (e.g., reviewing IT security strategies, policies, procedures, implementation, system authorization packages); 2) performing security control assessments; and 3) analyzing a limited range of systems to determine compliance with IT security requirements. This level of work experience should demonstrate ability to apply project management principles and methods in order to plan and carry out mostly non-complex assignments.

    EDUCATION:
    A related master's or equivalent graduate degree or two full years of progressively higher-level graduate education leading to such a degree or LL.B or J.D. (In order to be creditable, education must be related to the position being filled with a major study of computer science, information science, information systems management, mathematics, statistics, operations research, or engineering, or course work that required the development or adaptation of computer programs and systems and provided knowledge equivalent to a major in the computer field.)

    For the GS-11 level: Fifty-two weeks of experience at the GS-09 level, or equivalent, that has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Your experience should demonstrate accomplishment with minimal direction of IT security related activities, such as 1) applying IT security laws, standards, guidelines (e.g., FISMA, FIPS, NIST SP 800 series), techniques, or best practices to conduct IT security reviews (e.g., reviewing IT security strategies, policies, procedures, implementation, system authorization packages); 2) performing security control assessments; 3) analyzing a limited range of systems to determine compliance with IT security requirements; and 4) recommending improvements to information security programs, policies, and procedures. This level of work experience should demonstrate sufficient ability to apply project management principles and methods in order to plan and carry out relatively complex assignments.

    EDUCATION: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M. (In order to be creditable, education must be related to the position being filled with a major study of computer science, information science, information systems management, mathematics, statistics, operations research, or engineering, or course work that required the development or adaptation of computer programs and systems and provided knowledge equivalent to a major in the computer field.)

    For the GS-12 level: Fifty-two weeks of experience at the GS-11 level, or equivalent, that has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Your experience should demonstrate independent accomplishment of IT security related activities, such as 1) applying IT security laws, standards, guidelines (e.g., FISMA, FIPS, NIST SP 800 series), techniques, or best practices to IT security reviews (e.g., reviewing IT security strategies, policies, procedures, implementation, system authorization packages); 2) evaluating security documents or artifacts to determine adequacy of the systems’ security posture; 3) performing security control assessments; 4) analyzing a wide range of systems to determine compliance with IT security requirements, and 5) recommending improvements to information security programs, policies, and procedures. This level of work experience should reflect independence in planning and carrying out the assignment, selecting the approach or methodology to be used, coordinating the work with others as necessary, and communicating on IT related matters in-person and in writing.

    For the GS-13 level:

    Fifty-two weeks of experience at the GS-12 level, or equivalent, that has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Your experience should demonstrate leadership accomplishment of IT security related activities, such as 1) applying IT security laws, standards, guidelines, (e.g., FISMA, FIPS, NIST SP 800 series), techniques, or best practices to IT security reviews (e.g., reviewing IT security strategies, policies, procedures, implementation, system authorization packages); 2) evaluating security documents or artifacts to determine adequacy of the systems’ security posture; 3) researching emerging IT security related technologies; 4) performing security control assessments; 5) analyzing a wide range of systems to determine compliance with IT security requirements, and 6) recommending improvements to information security programs, policies, and procedures. This level of work experience should reflect excellent capability in effectively planning and carrying out the assignment, selecting the approach or methodology to be used, coordinating the work with others as necessary, and communicating on IT related matters in-person and in writing.

    **Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.**

    The selectee will be subject to random drug testing and will be required to complete a confidential financial disclosure statement upon entrance and on an annual basis thereafter.

    Career Transition Assistance Plan (CTAP) and Interagency Career Transition Assistance Plan (ICTAP) candidates will be eligible if it is determined that they have exceeded the minimum qualifications for the position by attaining a rating of at least 85 out of 100.
