DCS has recently won Navigation and Timing (PM PNT) contract and is looking to hire an Strategic Planner III with experience working with the Army's Program Manager Position, Navigation and Timing (PM PNT).

Essential Job Functions:

Providing financial management and financial analysis support services for the planning and execution of PM PNT programs at different acquisition category levels including ACAT 1 and in all phases of a program life cycle.

Providing subject matter expertise to PM PNT on all financial related issues ensuring adherence to Financial Management Regulations (FMRs). Deviations from FMR guidance shall be reported to PM PNT leadership by email within one business day of identification.

Supporting the PM PNT Planning, Programming, Budgeting and Executive Process and making recommendations IAW the requirements of DoD Directive 7045.14.

Reviewing and providing guidance and inputs for updates of program documentation supporting the acquisition process within 2 business days of reviews or the Government providing the information to include documents required by law, regulation, directive and/or policy such as the U.S. Code Title 10, Department of Defense Directive (DODD) 5000.01, Department of Defense Instruction (DODI) 5000.02 and Army Regulation (AR) 70-1.

Assisting in the preparation of and provide recommendations, within 2 business days of reviews or the Government providing the information, in the formulation of short and long range program financial planning.

Processing internal budget requests to create MIPRs and PWDs for transmitting funds utilizing the General Fund Enterprise Business System (GFEBS) and the Logistics Modernization Program (LMP) systems with one business day of initial request.

Modifying and maintaining records on PM PNT Financial SharePoint site of all PM PNT financial documentation to ensure accountability of all PM PNT funding transactions within one business day of identification of funding request.

Supporting PM PNT with monthly financial audit, obligation, and expenditure preparations to include updating, correcting, and maintaining PM PNT financial documentation on the SharePoint site and providing paper copies for monthly reviews.

Identifying, preparing, reviewing, and tracking approval of PM PNT program documentation required to meet the DoDD 5000.01 process.

Identifying, preparing, reviewing, and tracking recommended changes to PM PNT policies and procedures in the area of acquisition in order to address new or changing requirements implemented by the Army.

Providing updates, inputs, corrections, and schedule estimates at team meetings, integrated product team (IPT) meetings, and working groups in the preparation, development, analysis, review, and tracking of the following Integrated Master Schedules (IMS); Army Lessons Learned Portal (ALLP); preparation and review of PM PNT reports and briefings provided to senior level management; PM PNT program reviews and PM PNT product reviews including events leading to the review, and events after the review.
Requirements Due to the sensitivity of customer related requirements, U.S. citizenship is required.

Bachelors degree with a minimum ten (10) years experience managing government technical acquisition programs is required.

Must possess a TS Security Clearance.

Must have senior supervisory and DoD-related experience. Related experience includes DoD acquisition, technical program management, budgeting, scheduling, trade-off analysis, lifecycle costing, risk management, supportability, test and evaluation, and requirements development.

Must have experience with Presentations/briefing skills to senior management.
