The EL Professional Development Facilitator, in cooperation with the EL Supervisor, is responsible for providing instructional leadership and expertise to educators of ELs at both the school and division level to include building level administrators as they work collaboratively to ensure academic achievement and language development for all English Language Learners. The EL Professional Development Facilitator, is knowledgeable in research-based instructional strategies, second language acquisition, and WIDA English Language Development (ELD) Standards. The EL Professional Development Facilitator, has experience in the practical application of EL appropriate instructional strategies, professional development for educators and school-based and division administrators, and collaborative or co-teaching instructional settings.

* Supports the EL Supervisor's and EL Instructional Specialist's efforts to evaluate the effectiveness of the EL instructional program, and ensure that Loudoun County Public School's EL instructional program is responsive to guidelines established by federal and state requirements concerning EL students
* Identifies, designs, and oversees the implementation of data-driven, high-quality, research-based professional development in language acquisition strategies which includes: instructional coaching, co-teaching, literacy intervention, and modeling for a wide array of stakeholders: administrators, EL teachers, content teachers, special education teachers, and gifted education teachers
* Monitor's the effectiveness of division and school level professional development for ELs and determines necessary adjustments
* Collaborates with the EL Supervisor and the EL Instructional Specialist with efforts to monitor that instruction for ELs is standard-aligned, rigorous, grade-level appropriate, and provides deliberate and appropriate scaffolds
* Collaborates with the EL Supervisor in coordinating the short-term and long-term professional development efforts of the division EL Instructional Coaches
* Collaborates with the EL Supervisor and the EL Instructional Specialist in identifying, coordinating, and implementing division-wide training on how to effectively connect the WIDA standards framework to state standards, and models how to integrate WIDA ELD Standards into instructional practice
* Assist administrators and school teams to develop capacity to coach classroom and content teachers on the practical application of EL techniques and strategies
* Assists with the identification and acquisition of appropriate instructional resources that support EL students
* Identifies budgetary needs to support division and school level professional development needs
* Performs related work as required

* Holds a Postgraduate Professional License with an endorsement in English as a Second Language
* Has a minimum of five years of successful experience in the teaching ELs at the elementary or secondary level
* Has experience in teacher mentoring or coaching in inclusive and collaborative teaching models
* Has a strong commitment to quality, standards-based education for a culturally diverse community
* Has demonstrated the professional and personal characteristics necessary to work effectively with school personnel and members of the community
* Knowledge of Federal/State/Local policies, State Board of Education Rules, Federal and State Accountability Systems, and Every Student Succeeds Act (ESSA) regulations
* Knowledge of state approved assessments for English Language Learners
* Knowledge of research based practices for English Language Learners and the WIDA English Language Development Standards
* Ability to plan and conduct research-based and data-driven professional developments
* Strong consultation skills for conferencing with administrators and teachers
* Excellent organizational, communication, and interpersonal skills
* Extensive knowledge of planning for EL students in need of intervention

The EL Professional Development Facilitator is responsible to the Assistant Superintendent for Instruction and reports to the Director of Teaching and Learning through the EL Supervisor.
