Assistant Real Estate Director
Participates with the director in the planning and development of the annual appraisal operation for the real estate division appraisal and Records Management staff. Responsibilities include: execution and control of the annual plan for reassessment, with particular emphasis on coordinating the computer operations involving the computer assisted appraisal systems for both residential (CAA) and non-residential (commercial) real property (iasWorld). Assists in the setting division goals and objectives for the annual statutorily required assessment plan. Assists in setting performance standards. Prepares revenue forecasts for both residential and non-residential property to be used as input for the county's annual budget process. Utilizes up to date statistical techniques and computer programs to provide accurate estimates of changes to the real estate assessment base. Makes statistical analysis of real estate data to determine the accuracy of assessment information. Recommends and implements review and quality control measures for the division. Assists in the supervision of the division, to include hiring, coordination and recommendation of in-house training, seminars and conferences. Responsible for the career development course guidance of subordinate staff. Makes recommendations for enhancements to the computer systems as needed.Employment Standards MINIMUM QUALIFICATIONS:
Any combination of education, experience and training equivalent to the following: graduation from an accredited four-year college or university with a bachelor's degree in real estate, economics, business administration or a related field; PLUS six years of professional experience appraising real property for tax assessment purposes, two years of which must have included responsibility for supervising subordinate appraisers.
Nine years of professional experience appraising real property for tax assessment purposes. Three years of experience supervising subordinate appraisers.
CERTIFICATES AND LICENSES REQUIRED:
Virginia Certified General Real Estate Appraiser License or International Association of Assessing Officers (IAAO) Certified Assessment Evaluator (CAE) designations, or comparable assessing designation. Possession of a valid motor vehicle driver's license.
NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check and a driving record check to the satisfaction of the employer.
