The Transit Employees Health & Welfare Fund (“Fund”), located in Forestville, MD, is currently seeking a full-time Healthcare Analyst, reporting directly to the Executive Director, who oversees the operations of the Fund and reports to the Board of Trustees. The Fund is administered by a Board of Trustees comprised of equal numbers of Trustees appointed by the Washington Metropolitan Area Transit Authority (“WMATA”) and the Amalgamated Transit Union Local 689 (“Local 689”). Participants in the Fund include the WMATA employees represented by Local 689 – bus operators, train operators, maintenance and construction workers, custodial workers, and clerical staff. The Fund offers three medical plan options – a PPO and two HMOs – to its membership of 8,400 participants, 3,600 retirees and their families.

The primary role of the Healthcare Analyst is to support the Executive Director by collecting, analyzing, and summarizing employee benefit information/data, program effectiveness and emerging trends through the use of quantitative metrics and analytical tools. The Healthcare Analyst will use carrier and vendor data portals to design and create reports and interpret the results in order to assist the Executive Director with planning, design, analysis and modeling required to support key projects, including responding to the needs of the Board of Trustees. The Healthcare Analyst will need to maintain a strong understanding of the healthcare industry by researching current benefit trends and regulatory/legislated requirements to make recommendations to the Executive Director.


The ideal candidate will meet the following requirements:

  • Work Experience: Minimum four (4) to six (6) years of progressive benefits experience required; healthcare industry experience strongly preferred. Must have working knowledge of measuring program effectiveness, value and efficiency through utilization of quantitative metrics. Working knowledge of benefits compliance and reporting requirements, enrollment processes and benefit plan administration experience preferred.
  • Educational Background: Bachelor’s degree in math/statistics, finance related field required; advanced degree (e.g., MBA) or certification (e.g., CEBS) is preferred.
  • Special Skills or Credentials: Demonstrated strong analytical skills, be detail oriented, highly organized and resourceful, ability to meet deadlines, be a team player and have excellent interpersonal, and communication (oral and written) skills; Maintain thorough knowledge of the Transit Employees Local 689 benefits program; Have the ability to compile facts, interpret plan provisions and make judgments based on factual circumstances and plan provisions; Knowledge of reporting and analytical tools as well as advanced proficiency with Microsoft Office (Excel, Access and PowerPoint); Have fundamental understanding of HR and employee benefit-related laws/regulations including COBRA, FMLA, ERISA, ACA, etc.
