  • BASIC REQUIREMENTS:

    All candidates must meet the minimum education requirements of successful completion of a full course of study in a school of law accredited by the American Bar Association (ABA) with a professional law degree (LL.B. or J.D.) and be a current member in good standing of a state, territory of the United States, District of Columbia, or Commonwealth of Puerto Rico.

    CONDITIONS OF EMPLOYMENT FOR THIS VACANCY:

    A preliminary background investigation must be completed before a new employee can begin work. Current Federal employees or other individuals with an existing completed background investigation may not be required to undergo another background investigation. If selected for this vacancy, you will be required to file the OGE Form 450 (Confidential Financial Disclosure Statement).

    GS-11: Have a professional law degree (LL.B.or J.D.) and membership in a State or District of Columbia bar association. The individual should have a level of legal experience, in terms of the duration, type and relevance of the legal experience for the position, commensurate with the grade that demonstrates the ability to perform basic legal work with oversight.
    GS-12: Have a professional law degree (LL.B.or J.D.) and membership in a State or District of Columbia bar association. The individual should have a level of legal experience, in terms of the duration, type and relevance of the legal experience, commensurate with the grade that demonstrates the ability to perform complex legal work with oversight.
    GS-13: Have a professional law degree (LL.B.or J.D.) and membership in a State or District of Columbia bar association. The individual should have a level of legal experience, in terms of the duration, type and relevance of the legal experience, commensurate with the grade that demonstrates the ability to perform complex legal work with little oversight.
    GS-14: Have a professional law degree (LL.B.or J.D.) and membership in a State or District of Columbia bar association. The individual should have a level of legal experience, in terms of the duration, type and relevance of the legal experience for the position, commensurate with the grade that demonstrates the ability to perform a broad portfolio of complex legal work with minimal to no oversight.
    GS-15: Have a professional law degree (LL.B.or J.D.) and membership in a State or District of Columbia bar association. The individual should have a level of legal experience, in terms of the duration, type and relevance of the legal experience, commensurate with the grade that demonstrates the ability to perform a substantial portfolio of complex and cutting-edge legal work without oversight.

    Such experience would be demonstrated by an attorney who was engaged in the general practice of law; or experience which afforded the candidate knowledge of legal theories, principles, methodologies, and practices or the application of legal skills in a field closely related to the position to be filled.

    Specific experience is defined as professional legal experience, which enabled the candidate to acquire the knowledge, skills and abilities necessary to perform the work relevant to a specific legal component.

    You will be evaluated for this job based on how well you meet the qualifications above.

    You will be evaluated to determine the relevance and quality of your education and experience and whether you meet the minimum qualifications required. When describing your experience, please be sure to give examples that demonstrate your ability to do the work of this office, the complexity of the knowledge you possess, the level of the people you interacted with, the sensitivity of the issues you handled, etc. In order to do the work of this office, you will need:

    1. Knowledge and understanding of government contract formation and government contract administration, including, but not limited to, changes, requests for equitable adjustments, fee and fee policy issues, pricing adjustments, contracting interpretation, allowability for cost-type contracting, grants and cooperative agreements;

    2. Knowledge of and experience with government contracting statutes and regulations, for example, the Federal Property and Administrative Services Act, the Competition in Contracting Act, the Federal Grant and Cooperative Agreement Act, the Small Business Act, the Federal Acquisition Regulation, and the financial assistance regulations at 2 C.F.R. part 200;

    3. Ability to produce persuasive, well-reasoned, thoroughly researched legal analyses, briefs and arguments to support the Department’s contracting decisions and actions;

    4. Ability to communicate legal advice and guidance effectively and persuasively, and ability to make informative and engaging presentations on relevant issues;

    5. Knowledge and understanding of decisions and opinions rendered by the Government Accountability Office, the United States Court of Federal Claims and the Boards of Contract Appeals. Litigation experience with 1) cases brought by disappointed offerors and bidders for government contracts; and, 2) contract disputes brought by contractors is preferred but not required.
