Job Type: Full-Time Location: 2100 Clarendon Blvd., Arlington *METRO-accessible*, Virginia       Arlington County Government, named the #1 digital County in the nation for a second straight year, is looking for an experienced Developer/Functional Analyst to join the Enterprise Technology and Applications Services Division (ETAS) within the Department of Technology Services (DTS). The primary role of this position is to support the Tax Assessment and Collection Enterprise Application (ACE) process and the development, maintenance and enhancement of various system integrations across the County including Financials, Payment Portal, Utility Billing and Permitting systems.

The ACE Developer/Senior Analyst serves as a primary liaison between DTS, the Office of the Treasurer (TRE), Office of the Commissioner of Revenue (COR), customers, service providers, vendors and other agencies within the County, to provide status reporting, prioritize projects/tasks, and to receive and respond to inquiries and feedback. Additionally, this individual conducts requirements analysis and provides on-going administration for end user support including training, system administration, upgrades/patches, enhancements, change and release management. 

Key responsibilities include: 
 
  • Developing and executing test scenarios to support system and end user process and system testing/verification;
  • Managing and prioritizing user defined enhancements and system issues including ACE production issues, enhancements, updates, testing, and documentation;
  • Working with vendors and internal application development teams to debug systems and processes;
  • Researching and documenting business requirements and workflow, including commercial off the shelf (COTS) solutions;
  • Troubleshooting and resolving system concerns including application configuration, infrastructure, database, interface, and job stream issues; and
  • Participating in the monitoring of daily, morning and nightly streams in accordance with business cycles and job dependencies and address issues that arise.

The ideal candidate will possess strong analytical, problem-solving, verbal and written communication skills in order to deliver high-quality, understandable, data driven insights to a broad audience, and will have significant work experience developing, implementing, and troubleshooting complex technology systems. Strong desktop computing skills (Word, PowerPoint, Excel, Visio, and Project) is essential to this role, as is the ability to assist end-users from various technical backgrounds, and the ability to lead business users through a structured process and translate business requirements into actionable recommendations.
 
 Selection Criteria: Minimum: The successful candidate will have a combination of education and/or experience equivalent to a Bachelor's degree in Computer Science or a related field and considerable education, training and experience that demonstrates competency in the following areas:
  • SQL, Microsoft Visual Studio, Visual Basic and/or similar object oriented language; and
  • Developing technical documentation and techniques for system enhancements and test scenarios.
Desirables: Preference may be given to candidates with experience in one or more of the following areas:
  • Microsoft .Net framework;
  • GenTax or other integrated tax processing software (technical and functional proficiency);
  • Payment portal/ecommerce; and/or
  • COTS configuration and maintenance.

 Special Requirements: Applicant must possess, or obtain by the time of appointment, a valid motor vehicle operator's license from the applicant's place of residence or the applicant must have the ability and willingness to use alternative methods of transportation to perform assigned duties and responsibilities at locations other than the primary worksite. If the applicant possesses or acquires a license, the applicant must provide or authorize Arlington County to obtain a copy of the applicant's official state/district driving record.  Additional Information: Work Hours: Monday through Friday, 8:00 am to 5:00 pm. Some off-hours and weekend work may be required to support production system troubleshooting, maintenance windows, disaster recovery, etc.
