Job Title: REAL ESTATE APPRAISER (ENTRY-LEVEL OR FULL PERFORMANCE) Closing Date/Time: Continuous Salary: $55,660.80 - $110,614.40 Annually
Job Type: Full-Time Location: 2100 Clarendon Blvd., Arlington *METRO-accessible*, Virginia       This employee will be hired at either the full performance or entry level and depending on qualifications.

The Department of Management and Finance is seeking a Real Estate Appraiser for the Office of Real Estate Assessment Division. This employee will be responsible for working on a team to develop and defend annual assessments of residential and or commercial real estate throughout Arlington County utilizing Direct Sales Comparison, income, and/or Cost Approaches to valuation.

The Real Estate Appraiser at the full performance level is responsible for analyzing and resolving complex appraisal issues; acting as a technical advisor to other real estate appraisers; assuming accountability for assessment decisions in the absence of the Real Estate Appraiser Supervisor; conducting special studies or projects requiring investment analysis; analyzing and documenting complex court cases. The entry-level appraiser assesses properties of a less complex nature, applying standard appraisal methods to determine property values.

Specific duties include:
 
  • Inspecting properties, vacant lots and buildings that are under construction;
  • Analyzing and reviewing permits, plans, deeds, and market data;
  • Using Computer-Assisted Mass Appraisal software to collect, input, analyze and retrieve appraisal data and make recommendations for valuation;
  • Reviewing assessment appeals both administratively and before the Board of Equalization;
  • Serving as a resource and/or technical advisor to property owners, appraisers and the BOE on real estate appraisal methods, policies, process, values, and assessment data; and
  • Providing real estate assessment information to the public verbally or by written correspondence.

 Selection Criteria: Minimums:

Full Performance: Bachelor's degree in Real Estate, Business, or related field and four years of experience in real estate appraisal that includes at least two years of experience appraising properties for tax assessment purposes.

Entry-Level: Bachelor's degree in Real Estate, Business, or a related field plus two years of experience in real estate appraisal.

Substitution: Additional experience in real estate appraisal may substitute for the education requirement on a year-for-year basis.

Desirable: Preference may be given to applicants with one or more of the following:

Full-Performance Level:
  • Real Estate Appraisal designation from IAAO or similar professional organization;
  • Virginia Appraisal license; and/or
  • Experience collecting and analyzing technical data.
Entry-Level:
  • Experience or training in providing technical information to the public verbally or by written correspondence.
Entry and Full Performance level:
  • Experience explaining real estate assessment policies and/or procedures; and/or
  • Skill in using Excel, dBase, Word, Access or similar software.

 Special Requirements: Applicant must possess, or obtain by time of appointment, a valid motor vehicle operator's license from the applicant's place of residence, or be willing to use alternative means of transportation. The applicant must provide or authorize Arlington County to obtain, or the applicant must provide a copy of the applicant's official state/district driving record. Any offer of employment will be contingent upon favorable review of the applicants driving record.

A pre-hire background check will be made on all candidates who are prospective employees. It may include checks of the following: criminal record, driving record, education, professional licensure, and credit history. You may be required to sign a release authorizing the County to obtain your background information
 Additional Information: This position is part of an alternative pay program that includes career path and pay-for-performance elements and an extended salary ceiling. Entry level within the band is based on review of qualifications and experience. Pay potential will be based on performance and employee development.

This employee will be hired at either the full performance or entry level and depending on qualifications, a training period will be established.  During the training period, the employee will receive assignments designed to prepare the employee for the full performance level.

The salary range for the Full Performance level is $55,660.80-$110,614.40 annually.

The salary range for the Entry-level is $44,428.80-$82,929.60 annually.

Work Hours: 8 am - 5 pm, Monday - Friday. Evening meeting attendance is sometimes necessary.

Employee will be required to operate a County vehicle to perform assigned duties at locations other than the primary worksite.
