Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
Must be able to obtain an interim and/or final (e.g., confidential/secret/top secret, etc.) security clearance prior to entrance on duty AND must be able to maintain the required level of clearance while employed in the subject position. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
Applicants applying must meet the following Basic Requirement of the Office of Personnel Management (OPM) Qualifications Standards Manual:
- Completion of a 4-year course of study leading to a BA degree with a major in any field AND have completed at least 24 semester HR in any combination in following fields:accounting,business,finance, law,contracts, purchasing,economics,industrial management,marketing,quantitative methods,or organization and management;
- OR is a current employee of the DoD or a member of the armed forces(other than Coast Guard) who served as a contracting officer with authority to award or administer contracts in excess of the simplified acquisition threshold on or before 30 Sep 2000 or served on or before 30 Sep 2000 in a position either as an employee in the GS-1102 series or as a member of the armed forces in a similar occupational specialty;
- OR is a current DoD employee in the Contingency Contracting Force. (basic requirement is qualifying for the GS-05).
To qualify for GS-05: Your resume must demonstrate that you have successfully completed a four year course of study leading to a bachelor's degree with a major in any field; AND at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
To qualify for GS-07: Your resume must demonstrate that you have successfully completed one full year of graduate level education OR you have have successfully completed a bachelor's degree with superior academic achievement OR you have at least one year of specialized experience at or equivalent to the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector assembling contracts; and performing limited contract administration OR you have a combination of education and experience that equates to one year of experience.
