Job Title: NETWORK SERVICES DIRECTOR Closing Date/Time: Continuous Salary: $94,452.80 - $174,865.60 Annually
Job Type: Full-Time Location: 2100 Clarendon Blvd., Arlington *METRO-accessible*, Virginia       Arlington County, awarded recognition as the No. 1 digital County in the Nation for a second straight year, seeks a proven innovator in Network Services to lead and develop solutions that will leverage the County's robust broadband infrastructure and provide for enhanced community services. This position reports to the Technology Infrastructure and Managed Services Division Chief and is responsible for providing leadership, strategic direction, and significant technical contributions to County teams and contractors supplying design/architecture, installation, maintenance, and operation of the County's data, voice and video Network Services and Infrastructure.

This senior manager is responsible for the enterprise ownership and management of the operation, engineering, life cycle and design of Arlington County's Network Services that includes the following:
  • An IP based Network Interconnecting County facilities and providing Voice, Video and Data Services to approximately 4200 full time, part time, and temporary staff;
  • A wireless 802.x network consisting of 200+ WAPs;
  • Internet Connections - redundant broadband connections;
  • Public facing wireless hot spot communications at government facilities and community centers;
  • A government owned and operated Fiber Network (approximately 69 miles of Single mode fiber network consisting of a minimum of 144 strands of dark fiber) that connects all County Government and School facilities and provides for the primary carriage of 911 radio communications;
  • A government owned and operated Fiber Network (consisting of 864 strands of excess dark fiber) intended to provide 'Middle Mile' connectivity for Business Government and Other Institutional needs;
  • A Distributed Antenna System (DAS) designed and intended to support First Responder communications within County and Schools buildings as well as to serve as a model for new commercial buildings in the community. Branded as the First Responder Net, this is a critical component for the delivery of uninterrupted public safety communications; and
  • A sensor based technology network leveraging ConnectArlington and the Right of Way to provide for services that distinguish the County as an Intelligent Community that utilizes technology to extend and enhance proactively government services.
Other responsibilities include:
  • Serving as a strategic partner in the assembly of response to emergencies that may arise requiring technology services;
  • Providing review and guidance on the documentation of standards for commercial, government and public schools construction;
  • Ensuring the highest quality system performance and reliability;
  • Developing strategies, defining program objectives and business outcomes, and resource provisioning plans;
  • Leading engineering management for the Public Safety Radio Network and the Integration of interjurisdictional 911 ECC Communications Services;
  • Collaborating with other related partners to include Joint Base Myer Henderson Hall, Virginia Tech, University of Maryland Mid Atlantic Crossroads, Marymount University, and the neighboring jurisdictions that constitute the National Capital Region Council of Governments; and
  • Working with Arlington's Public Safety Offices for the provision of services in support of events including the Presidential Inauguration, the Marine Corps Marathon, Fourth of July Celebration, and 9/11 activities.

 Selection Criteria: MINIMUM:  A combination of education and experience equivalent to a Bachelor's degree in Computer Science, Information Systems Management, or a related area plus extensive experience in managing and planning data, voice, and video network services in a complex environment.

SUBSTITUTION: Additional qualifying experience may substitute for the education requirement on a year for year basis.

DESIRABLES: Master's degree in a related area plus experience designing and managing Fiber Optic Networks, developing Distributed Antenna Systems, and/or designing and managing Public Safety Radio Systems.

The ideal candidate will demonstrate public sector commitment, knowledge of the community they will serve, excellent technical knowledge and experience, and an innovative and entrepreneurial spirit to develop new solutions that will leverage the County's robust broadband infrastructure and provide for enhanced community services. In addition, the ideal candidate will have experience in one or more of the following:
 
  • Working, collaborating and establishing credibility and relationships with senior leadership, colleagues and customers;
  • Managing the architecture, design, acquisition, installation, maintenance of networking, telecommunications and computing services and equipment;
  • Managing deployment and operations of fiber optic networks;
  • Supervising, coaching and mentoring information technology professionals; and
  • Negotiating and managing vendor contracts and agreements with end users, service providers and regulatory agencies.
