Job Title: TRAFFIC ENGINEER Closing Date/Time: Continuous Salary: $55,660.80 - $110,614.40 Annually
Job Type: Full-Time Location: 2100 Clarendon Blvd., Arlington *METRO-accessible*, Virginia       Arlington County's Transportation Engineering & Operations (TE&O) Bureau within the Department of Environmental Services (DES) is seeking a Design Engineer. This newly created engineering position will be part of the Design Team in TE&O.

The Design Team is responsible for developing and designing transportation safety improvements, investigating corridor safety and operational performance, preparing engineering plans for traffic control devices, reviewing site development plans and roadway engineering plans, and providing technical support to County roadway projects including transit, pedestrian, bike, and ADA facilities.

This new Design Engineer position will support the County's Neighborhood Complete Streets (NCS) program and the Design Team on traffic engineering projects; provide oversight and technical support for the NCS safety studies; and coordinate with the community on project updates.

Specific duties include:
  • Assisting in the development of policies pertaining to consistent adherence to guidelines for the NCS program by managing urban street operations for pedestrians, transit users, bicyclists, and vehicles;
  • Developing conceptual plans to mitigate safety and access issues on local residential streets for NCS projects;
  • Designing street geometric and traffic control plans following MUTCD, AASHTO and other applicable state and federal standards;
  • Designing signage, pavement markings for existing roadway networks impacted by complete streets projects;
  • Developing traffic signal designs and timing schemes for urban multimodal operations;
  • Conducting field investigations to resolve design issues; and
  • Using Microsoft Office Suite to develop technical reports, master plans, RFPs, and compliance reports and to be able to make presentations to citizen groups, consultants, in-house staff or other agency groups about project scopes and recommendations.
The successful candidate will have excellent written and communication skills and be able to make technical language comprehensible to colleagues, the County Manager's Office and Departmental staff, County Board members, civic leaders and local residents. Experience with "Complete Streets" initiatives and Multi-Modal projects is a plus.
 Selection Criteria: Minimum:
(Project Engineer / Journey level): Bachelor's degree in Civil Engineering, plus two years of professional experience applying engineering principles and practices in the design, planning, and/or implementation of transportation engineering related projects.
(Senior Engineer / Senior Level): A Bachelor's degree in Civil Engineering, plus significant progressively responsible experience applying engineering principles and practices in the design, planning, and/or implementation of transportation engineering related projects

Substitution: Experience may not be substituted for the Engineering Degree requirement. A Master's Degree in Civil Engineering may be substituted for one year of Engineering experience.

Desirable: Preference may be given to candidates with one or more of the following:
  • Licensed as a Professional Engineer;
  • Master's degree in civil engineering or related field;
  • Experience in complex urban street design projects that involve multiple interfaces and extensive interaction with the community and public officials; and/or
  • Proficiency in Autodesk and/or Microstation.

 Special Requirements: This position will require travel around Arlington County for various meetings and/or field studies. Applicant must possess, or obtain by time of appointment, a valid driver's license from the applicant's place of residence, or be willing to use alternative means of transportation.

The applicant must provide or authorize Arlington County to obtain a copy of the applicant's official state/district driving record.  Any offer of employment may be contingent on a favorable review of the applicant's driving record and criminal history.
 Additional Information: Work hours are 8:00 a.m. to 5:00 p.m., Monday through Friday with infrequent required overtime, meetings (some off-site), and availability for call-back in emergency situations.

This position is part of a broadband, competency based pay plan which encompasses a variety of responsibility levels from junior through senior level and for which the overall annual salary range is $55,660.80 - $110,614.40. Individuals appointed to positions in this pay plan will be appointed at a salary based on their experience and training and the nature of the work assigned. Within pay guidelines, pay plan participants are eligible for variable salary increases based on performance, growth in responsibilities, and employee development on a yearly basis.

Note: Employees who are registered as a Professional Engineer will be eligible for an additional pay premium of $2,600 annually.
