The Office of the Chief Financial Officer (OCFO) is responsible for the finances of the National Academies, with approximately $300 million in annual revenues. OCFO includes Accounting, Budget, Contracts and Grants Accounting, Contracts and Grants Management, Procurement, and Financial Analysis and Reporting. OCFO strives to provide timely and accurate financial information to internal and external customers, with the highest possible levels of customer service.
Prepares various accounting statements and reports. Utilizes accounting policies and procedures in performing and reviewing the accounting transactions of others. Reviews and verifies the accuracy of journal entries and accounting classifications assigned to various records. Builds relationships with program units, technical staff, and other teams. Areas of activity may include accounts receivable, accounts payable, cash receipts, payroll, general ledger entries, financial report preparation and reconciliation, bank statements, treasury, contracts and grants, budget reporting, and tax statement reporting.
Working under general supervision, incumbent applies general professional knowledge to solve problems requiring the identification and analysis of various factors and uses independent judgment and discretion to recommend best course of action. Incumbent proceeds on own initiative in compliance with policies, procedures, and practices, but receives guidance or expertise from supervisor or higher-level staff when needed.
ESSENTIAL JOB DUTIES:
1. Prepares summary entries to the general ledger and subsidiary ledgers, reconciles with source documents/transactions to ensure accuracy and resolves discrepancies.
2. Reviews, analyzes, reconciles, and balances accounts monthly or periodically. For example, analyzes and reconciles receipts and disbursements on a daily basis, revenue and unbilled amounts on a monthly basis.
3. Prepares monthly financial reports and analysis and assists in special projects.
4. Responds to inquiries from internal and external customers. Maintains direct communications with internal customers including program financial management staff regarding various receipts and expenses for billing and financial reporting purposes. Supports internal customers through ad-hoc data collection, reporting, analysis and special projects.
5. Posts journal entries. Performs general ledger account analysis and reconciliations in preparation for mid-month/month-end closings and distributing financial reports. Reconcile accounts or review account reconciliations prepared by others.
6. Gathers information from financial system. Analyzes and calculates specific data. Prepares financial reports and submits to sponsors.
7. Provides support to internal and external audits
8. May maintain inventory for checks and issue checks when necessary.
9. May maintain accurate inventory reconciliations by researching discrepancies, working with staff to analyze and verify work in progress and to ensure accurate information and correct cut-off times for material inventory.
10. May supervise accounting assistant(s).
11. Maintains an appropriate standard of confidentiality. When handling secure, privileged, sensitive, or confidential information and matters, maintains strict confidence and exercises care to prevent disclosure to others. Accesses confidential information for work-related reasons only following the policies and procedures of the organization. Ensures that any privileged, sensitive, or confidential information is securely stored, disposed of, and transmitted according to the Institutional guidance.
Required Knowledge, Skills, and Abilities: Knowledge of basic accounting and financial principles. Proficiency in Microsoft Excel. Working knowledge of PeopleSoft Financials and Smartsheet desired. Ability to solve problems using selection and application of rules, procedures, and precedents. Ability to use appreciable latitude for independent judgment and action. Must be reliable. Strong work ethic. Ability to manage multiple priorities and deadlines. Ability to be pro-active and follow up. Strong attention to detail and highly organized. Ability to manage and maintain privileged, sensitive, and confidential information and matters appropriately. Ability to work successfully in a team environment. Ability to develop relationships with co-workers and employees in other National Academies’ departments through effective communication. Excellent communication skills with a proven ability to effectively interact with all levels of employees.
