Lessons Learned Manager

Key Role:

Serve as a Command Lesson Manager (CLM), establish a command lessons learned program, manage lessons learned tasks in the command tasking system, and load into the Navy Lessons Learned Information System (NLLIS) or Joint Lessons Learned System (JLLS). Review message traffic, staff e-mail, fleet online portals, and other operational data archives for lessons learned reports, post exercise reports, after action reports, post deployment briefs, operational situation reports, training readiness reports, safety mishap reports, and equipment casualty reports, including supporting documentation in any electronic format to extract, condense, and summarize lessons learned, observations and recommendations, and best practices from operational and tactical issues and procedures. Attend fleet staff meetings, pre-deployment training briefs, post deployment briefs, and other conferences, seminars, and meetings in the fleet Area of Responsibility (AoR), including collecting supporting information from subject matter experts and documentation in any electronic format to extract, condense, and summarize lessons learned and best practices from operational and tactical issues and procedures. Provide training manuals, training aids, and other products tailored to specific organizational requirements, schedule and present briefs on command products and services to staff, and develop, schedule, and provide onsite training on NLLIS and the Command Lessons Learned Program for all command units and staffs. Prepare and conduct monthly training for Directorate Lesson Managers (DLMs) and others by presenting NLLS training and DLM orientation training, including coordinating times, locations, and personnel for attendance. Prepare and conduct training on the command lessons learned collection process to the exercise audience for major exercises, including regular staff members and augmentees. Provide lessons learned trend analysis reports and other tailored analytical reports, as tasked by leadership, participate in command operational planning groups formed to support crisis action planning by providing relevant lessons learned and best practices from previous operations and exercises, and participate in command exercise planning groups by providing lessons learned exercise summaries from all supported exercises.


Basic Qualifications:


-10+ years of experience with Navy or Marine Corps operational and tactical commands

-7+ years of experience with using Joint Lessons Learned System (JLLS) or a MILDEP Lessons Learned System

-7+ years of experience with synthesizing and analyzing large volumes of data to determine trends, operational seams and gaps, and organizational change process needs, using qualitative and quantitative analyses tools to perform audits and investigations, and assessing Navy and DoD civilian-military activities

-7+ years of experience with writing reports, providing briefs to senior leaders, demonstrating analytical know-how for independent and objective oversight, and constructing briefs using graphics and statistics that convey the analysis of processed data designed to lead the reviewer to a logical conclusion

-5+ years of experience with researching and applying Navy, DON, and DoD policies, programs, and procedures to real-world events

-Active TS/SCI clearance with a polygraph

-BS degree or 10+ years of experience in a professional work environment in lieu of a Bachelor's degree
