Management Consultant/Training and Exercise Washington, DC The Department of State (DOS) Office of Emergency Management (OEM) provides planning, training, exercises to ensure preparedness for the Department's leadership and workforce to respond to and recover from all domestic hazards affecting the Department and to ensure the continuation of the Department's mission in conjunction with our partners. OEM's Policy and Planning Division (OEM/PPD) implements the Department's domestic emergency management program which includes the ability to provide preparedness information, guidance and subject matter expertise, and timely and accurate emergency notifications to Department personnel and interagency partners. We are seeking a Management Consultant to support the efforts at the DOS. Responsibilities: * Support the lifecycle of a comprehensive emergency management exercise program * Assist the planning and design phases to, intra & inter-agency, and national level exercises by preparing and disseminating products such as the Exercise Plan (EXPLAN), Controller/Evaluator (C/E) Handbook, Master Scenario Events List (MSEL), player briefings, and After Action reports/Corrective Action Plans (AAR/CAP) in the Homeland Security Exercise Evaluation Program (HSEEP) format * Apply creativity to design, conduct, and maximize participation in emergency exercises * Support webinar-based exercises * Recruit, select and train volunteers * Serve as controllers and evaluators as needed * Provide technical assistance to bureaus and offices for exercise planning and execution * Support the development and implementation of a Multi-Year Strategy and Program Management Plan for the training and exercises * Support coordination and participation in interagency exercises * Develop playbooks that can be used by customers to conduct and execute their own emergency exercises * Assist in the implementation of annual exercise and training and staffing plans * Schedule, and assist in the execution of all levels of training and administration of exercises * Provide expertise, guidance, consultation, and facilitation for the Department by planning designing, executing, and evaluating exercises and providing exercise related products * Develop, review, coordinate, and implement annual exercise and training plans * Represent Training and Exercise functions in various meetings and activities by preparing impact statements, briefings, and other forms of correspondenceQualifications: * Bachelor's degree desired * Knowledge of National level policy, including the Post-Katrina Emergency Management Reform Act of 2006; Executive Order (EO) 12656, Assignment of Emergency Preparedness Responsibilities; National Exercise Program; National Security Presidential Memorandums, and the suite of deliverables in the formerly known as Presidential Policy Directive -8 National Preparedness * Be familiar with Homeland Security Exercise and Evaluation Program * Have general MS Excel (or other applications) spreadsheet utilization to capture and analyze data * Experience using project management methodologies to accomplish tasks * Knowledge of MS Office Suite products * Must have active Secret clearance Applicants selected will be subject to a US Government security investigation and must meet eligibility requirements for access to classified information.
