Vencore is an AA/EEO Employer - Minorities/Women/Veterans/Disabled Responsibilities Directs the corporate planning, strategy development, and overall management of benefit programs for active and retired employees for the corporation. In addition, directs the personnel records function and the development. Establishes the overall corporate long-range objectives regarding employee benefit programs. Develops and implements plans and strategies for the health and welfare, pension, and human resources information systems functions that outline actions to support short and long-range business objectives. Develops and directs benefit plans that provide value to employees, are cost-effective for the organization, and meet defined objectives. Ensures effective benefit communications. Works cooperatively with the communications services function in the production of all benefit-related messages and material. Acts as a liaison with carriers, vendors and consultants on various matters such as plan design, contracts, coverage and renewals. Assures all company-sponsored plans, including their design and changes thereto, are in compliance with all relevant legal requirements and ERISA reporting and disclosure requirements.Essential Functions:Develops strategy recommendations and project plans for the design of employee benefit programs by examining, evaluating, and optimizing employee understanding, acceptance, and interests, costs, regulatory requirements, and competitive advantage. Determines employee benefit interests by conducting employee surveys; forming focus groups; analyzing responses. Provides planning and control information to management by collecting, analyzing, and summarizing employee benefit data and trends. Determines benefit practices by benchmarking best practices; researching industry and employment trends; tracking legislation and estimating impact.Develops project plans for and/or leads various Open Enrollment activities including user acceptance testing, validity of plan details in communications, coordination of employee open enrollment meetings, etc. Implements new benefit programs; arranges and conducts employee information presentations and assists in development of communication materials.Audits and researches benefit programs by gathering data from a variety of sources and disparate systems, including ADP, employees, electronic files, hard-copy files, consultants, vendors and carriers. Prepares information and conducts audits/tests to ensure plans and processes are in compliance with internal and external standards. Requires BA/BS with 10 years of experience with at least 4 years of management level responsibility. Incumbent has specialized knowledge in at least one area of expertise and a general knowledge in 1-2 other areas.Knowledge of local, state and federal laws related to employment and benefits.Strong computer skills, eg, Excel, Word, PowerPoint, SharePoint, and various ADP applications.Experience in using HR Information Systems (HRIS) for both data storage and analysis.10 years of employee benefits experienceBachelor's degree from an accredited college, or equivalent experience/combined educationHIPAA certification preferred.Possession of or ability to obtain a TS/SCI level security clearance preferred
