The Analyst will use a background in financial analysis and planning to assist in the development and implementation of a resource management plans related technology programs. In this capacity, the Analyst will identify opportunities for process improvement, and develop policies and procedures to guide other personnel in performing program analysis and planning tasks. This position is full-time, benefits eligible, and based at the client site. Some limited travel may be required. Responsibilities Support client's multi-year financial planning and programming process leading to development resource management plans.Facilitate linkages among client organization's strategic planning, program development, and budget formulation processes. Assist client with independent programmatic analysis and evaluation of major programs and activities across the client's organization. Support client development of plans and programs that satisfy client strategy and mission demands within resource constraints. Assist with client presentations to senior leadership with recommendations for program capability and resource trade-offs, to include options and associated risks. Collaborate in team-oriented environment, communicate complex analyses verbally and in writing, develop innovative approaches to solving technical challenges, and manage tasks related to government resources and acquisition. Communicate with stakeholders through oral presentations, written publications, and briefs. Qualifications Bachelor's degree in business administration, public administration, economics, finance, operations research, or related field.2+ years' experience in POR management, planning, preparation, and execution Certified Program Management Professional (PMP) Active DOD clearance5 years of experience working with fiscal management of government programs and/or Federal resourcesMay substitute Graduate degree and internships in replace of experienceStrong problem solving and analytical skills.Strong written and oral communication skills.Experience designing research approaches and analyzing specific data.Ability to synthesize (vision, flexibility) large amounts of data.Possess advanced Microsoft office skills (ie Excel). PREFERRED SKILLS/EXPERIENCE:Master's degree in business administration, public administration, economics, finance, health policy or management, operations research, or related field.Planning, Programming, Budgeting, and Execution (PPBE) System experience with regard to financial planning, programming, or general fiscal administration preferred.
