Overall Program Summary: The Department of Homeland Security (DHS) Office of Emergency Communications (OEC) partners with emergency communications personnel and Government officials at all levels of Government to lead the nationwide effort to improve emergency communications capabilities and National Security and Emergency Preparedness (NS/EP) communications functions. It supports and promotes the ability of emergency response providers and relevant Government officials to continue to communicate in the event of natural disasters, acts of terrorism, and other man-made disasters. DHS OEC is responsible for engaging partners at all levels of Government - Federal, State, local, tribal, territorial, international - to focus on improving public safety, national security, and emergency communications. Noblis is positioning to assist DHS OEC with stakeholder engagement program support, including technical assessments and evaluations on emergency and interoperable communications, meeting management, and program management support. Position Description: The Public Safety Communications Program Manager (PM) will lead high-performing teams working with stakeholders at the state and local, Federal, or International levels and DHS technical staff. ResponsibilitiesLead stakeholder engagement and technical / analytical support activities.Apply knowledge of public safety communications technologies and trends such as Land Mobile Radio (LMR) and LMR/Long Term Evolution (LTE) interoperability, NG-911 engineering, and FirstNet to provide recommendations into the specific emergency communications technology areas of focus.Provide leadership into meeting design for stakeholder meetings and working groups, including optimizing representation from appropriate subject matter experts.Provide leadership/direction and tracking of stakeholder engagement interactions and approaches.Develop project management tracking capabilities.Prepare status reports, milestone tracking, and other deliverables including briefings and presentations.Collaborate with emergency communications and NS/EP initiatives across OEC as directed by the client. Communication and InterpersonalPrepare and/or contribute to technical reports, memos, analyses and briefings. Plan and manage assigned deliverables.Support meetings, inter-team communication, and issue resolution with the client and internal/project stakeholder groups. Visit and potentially work at customer site.Work closely and collaboratively with Noblis team leaders and members.QualificationsA Bachelor's degree is required, a Master's degree is beneficial.Minimum 10 years of relevant work experience in the areas of: requirements analysis, technical analysis/assessments, strategic planning, stakeholder engagement, program management.Project and program management experience, with demonstrated increasing levels of responsibility.Direct or support experience with Government clients (can include state/local and/or Federal and/or International) with focus on emergency services, emergency response, incident management, law enforcement, disaster management and response, community emergency response, or similar activities.Experience with public safety communications, in one or more of the following areas: wireless technologies such as Long Term Evolution (LTE) or Land Mobile Radio, NG-9-1-1, or other public safety related advanced technologies is desired.Excellent verbal and written communication, collaboration, and presentation skills. Proven results-oriented problem solving abilities. Competence with presentation graphics and/or spreadsheet tools highly desirable. Proven experience using a software visual modeling tool (eg Visio and MS Office suite) and SharePoint is desired.Ability to work in a dynamic team-oriented project, demonstrate excellent relationship building, and function productively in a fast-paced environment.PMP certification is desired.Ability to obtain DHS SuitabilityMinimum of a Secret clearance is desired.Experience with DHS OEC is desired.Applicants selected may be subject to a government security investigation and must meet eligibility requirements for access to classified information.
