What this job involves - We are currently seeking a Senior Financial Analyst to join our Public Institutions (PI) group on a full-time basis in our Washington, DC office. This position will provide analytical support, particularly in the area of accounting and audit readiness, for the Department of Defense's (DoD) Military Housing Privatization Initiative (MHPI). MHPI is an excellent example of an effective Public-Private Partnership (P3) Program and involves a 50-year ground lease between the DoD and private sector residential developers. MHPI projects are master-planned residential communities and are located at US military installations nationwide. Advise DoD clients on all aspects of large-scale housing privatization projects, including MHPI policy development, real estate finance, property management, construction standards, and legal document reviewAnalyze legal documents, financial reports, pro forma financials and operating plans for large-scale residential projects, as part of the due diligence review of project proposals in support of potential modifications or restructuresMonitor compliance with fiscal, budgetary, legislative and legal requirements, and provide follow-up support where deficiencies are notedGather and evaluate economic, demographic, and real estate market dataWork with a JLL Accounting / Audit Specialist to assist DoD clients in conducting a comprehensive, comparative internal review and reconciliation of the MHPI program's programmatic and financial documentation and reports to the MHPI-related transactions previously processed in the Family Housing Improvement Fund (FHIF) Program and FHIF Financing accountsSupport the Accounting / Audit Specialist in the design and testing of the existing processes and procedures for the movement of funds for MHPI transactions, to include obligations, outlays/disbursements, appropriation transfers, borrowing, collections, repayment of principal, interest earned or payable, Treasury fund balances, expenses, equity investments, DLPs, direct loans, loan guarantees, reestimates, and proceeds from salesAssist with the identification and documentation of compliance issues with the MHPI program's financial accounting or reportingSupport the development of recommended improvements and corrective actions for any identified compliance or operational issuesResearch documentation related to MHPI transactions, to include OMB-approved scoring reports, transfer notification letters, FADs, apportionments, reestimate cash flow and CSC2 output files, OMB Reestimate Summaries, accounting reports, vouchers, trial balances, Treasury warrants and supporting documentationDevelop analysis of financial, budgetary or accounting data, as requestedProvide project management assistance, working collaboratively with multiple stakeholders on issue identification and resolutionDevelop and update briefing materials as requested for DoD and MHPI stakeholdersProactively and effectively communicate task status to PI managersTravel occasionally to stakeholder sites to conduct assessment of accounting operations and complianceProduce accurate and well organized deliverables on scheduleHandle a significant workload through effective assignment prioritization and time management Sound like you?
